President Walton called the meeting to order at 2:01 p.m. Remote Access to Information and Participation The Board of Supervisors and its committees convene hybrid meetings that allow in-person attendance, remote access, and public comment via teleconference. Board of Supervisors Meeting Minutes 5/10/2022 COMMUNICATIONS Angela Calvillo, Clerk of the Board, informed the Board that she was in receipt of a communication from Mayor London N. Breed, dated May 9, 2022, appointing Matt Dorsey for the remainder of the term on the Board of Supervisors representing District 6. Supervisor Dorsey has taken the Oath of Office as of 12:15 p.m. yesterday, May 9, 2022, and has been included and covered under the Bonding credentials. Clerk Calvillo further instructed members of the public, when general public comment is called, to contribute live comments for up to two minutes in-person or by dialing the provided telephone number. In-person public comment will be taken before remote public comment is called. Those who are providing public comment remotely must dial * 3 to be added to the remote queue to speak. Written comments may be submitted through email (bos@sfgov.org) or the U.S. Postal Service at City Hall, 1 Dr. Carlton B. Goodlett Place, Room 244, San Francisco, CA 94102. APPROVAL OF MEETING MINUTES President Walton inquired whether any Member of the Board had any corrections to the April 5, 2022, Board Meeting Minutes, as presented. There were no corrections requested from any Member of the Board. Supervisor Preston, seconded by Supervisor Melgar, moved to approve the April 5, 2022, Board Meeting Minutes, as presented. Board of Supervisors Meeting Minutes 5/10/2022 SPECIAL ORDER 2:00 P.M. - Mayor's Appearance Before The Board 220528 [Formal Policy Discussions - May 10, 2022] Pursuant to Charter, Sections 2.103 and 3.100(7), and Administrative Code, Section 2.11, the Mayor shall discuss the following eligible topic submitted from the Supervisor representing District 5. The Mayor may address the Board initially for up to five minutes. Discussion shall not exceed two minutes per question or answer. 1. Affordable Housing (District 5) Mayor London N. Breed addressed the Board of Supervisors and welcomed the newly appointed Member Matt Dorsey to the Board of Supervisors. The Mayor spoke on his advocacy and the needs of District 6 and its residents who will be well represented by the new Supervisor. Mayor Breed then discussed the above referenced topic submitted by the District 5 Supervisor. Supervisor Preston began the discussions by asking the following question: Will you commit to breaking ground, within the next three years, on a 100% affordable housing project at Parcel K in Hayes Valley? Mayor Breed responded that she did not have enough information to provide a direct answer on this project, but her door is always open for these discussions and she will follow up with the Mayor’s Office of Housing and Community Development on this particular parcel. She reiterated her commitment to affordable housing in general and requested the Board’s assistance in cutting through the bureaucracy to move affordable housing projects through the process. Supervisor Preston then followed up with the following question: Can you commit to release a Request for Proposals, within the next six months, on a 100% affordable housing project at Parcel K in Hayes Valley? Mayor Breed responded that she needs the specifics before she can make a commitment and listed the other affordable housing projects that have been approved in that area and within District 5. The Mayor indicated she would follow up with the Supervisor after she gets the facts and understands what delays are occurring. Mayor Breed did not ask any follow-up questions related to this topic.
