            The Board of Supervisors of the City and County of San Francisco met in regular session, in-person
            with remote access and public comment also available via telephone, on Tuesday, May 10, 2022,
            with President Shamann Walton presiding.

            President Walton called the meeting to order at 2:01 p.m.

ROLL CALL AND PLEDGE OF ALLEGIANCE
            On the call of the roll, Supervisors Chan, Dorsey, Mandelman, Mar, Melgar, Peskin, Preston, Ronen,
            Safai, Stefani, and Walton were noted present.

            All Members of the Board were present.

            President Walton presented the ancestral homeland acknowledgement of the Ramaytush Ohlone,
            who are the original inhabitants of the San Francisco Peninsula, pursuant to Board Rule 4.7.1.

COMMUNICATIONS
            Angela Calvillo, Clerk of the Board, informed the Board that she was in receipt of a communication
            from Mayor London N. Breed, dated May 9, 2022, appointing Matt Dorsey for the remainder of the
            term on the Board of Supervisors representing District 6. Supervisor Dorsey has taken the Oath of
            Office as of 12:15 p.m. yesterday, May 9, 2022, and has been included and covered under the
            Bonding credentials.

            Clerk Calvillo further instructed members of the public, when general public comment is called, to
            contribute live comments for up to two minutes in-person or by dialing the provided telephone
            number. In-person public comment will be taken before remote public comment is called. Those
            who are providing public comment remotely must dial * 3 to be added to the remote queue to speak.
            Written comments may be submitted through email (bos@sfgov.org) or the U.S. Postal Service at
            City Hall, 1 Dr. Carlton B. Goodlett Place, Room 244, San Francisco, CA 94102.



APPROVAL OF MEETING MINUTES
            President Walton inquired whether any Member of the Board had any corrections to the April 5, 2022,
            Board Meeting Minutes, as presented. There were no corrections requested from any Member of the
            Board.
            Supervisor Preston, seconded by Supervisor Melgar, moved to approve the April 5, 2022, Board
            Meeting Minutes, as presented. The motion carried by the following vote, following general public
            comment:

SPECIAL ORDER 2:00 P.M. - Mayor's Appearance Before The Board

220528 [Formal Policy Discussions - May 10, 2022]
            Pursuant to Charter, Sections 2.103 and 3.100(7), and Administrative Code, Section 2.11, the Mayor
            shall discuss the following eligible topic submitted from the Supervisor representing District 5. The
            Mayor may address the Board initially for up to five minutes. Discussion shall not exceed two
            minutes per question or answer.

            1. Affordable Housing (District 5)
            Mayor London N. Breed addressed the Board of Supervisors and welcomed the newly appointed
            Member Matt Dorsey to the Board of Supervisors. The Mayor spoke on his advocacy and the needs
            of District 6 and its residents who will be well represented by the new Supervisor. Mayor Breed then
            discussed the above referenced topic submitted by the District 5 Supervisor.

            Supervisor Preston began the discussions by asking the following question: Will you commit to
            breaking ground, within the next three years, on a 100% affordable housing project at Parcel K in
            Hayes Valley? Mayor Breed responded that she did not have enough information to provide a direct
            answer on this project, but her door is always open for these discussions and she will follow up with
            the Mayor’s Office of Housing and Community Development on this particular parcel. She reiterated
            her commitment to affordable housing in general and requested the Board’s assistance in cutting
            through the bureaucracy to move affordable housing projects through the process.

            Supervisor Preston then followed up with the following question: Can you commit to release a
            Request for Proposals, within the next six months, on a 100% affordable housing project at Parcel K
            in Hayes Valley? Mayor Breed responded that she needs the specifics before she can make a
            commitment and listed the other affordable housing projects that have been approved in that area
            and within District 5. The Mayor indicated she would follow up with the Supervisor after she gets the
            facts and understands what delays are occurring.

            Mayor Breed did not ask any follow-up questions related to this topic. Following public comment this
            matter was filed. No further action was taken.

            City located at 180 Jones Street (“Property”) with 180 Jones Associates, L.P. for a lease term of 75
            years and one 24-year option to extend, with an annual base rent of $15,000 (“Ground Lease”) in
            order to construct a 100% affordable, 70-unit multifamily rental housing development affordable to
            low-income households, including 35 supportive housing units available for households experiencing
            homelessness, and one resident manager unit (the “Project”); 2) approving and authorizing a Loan
            Agreement in an amount not to exceed $13,950,000 for a minimum loan term of 57 years (“Loan
            Agreement”) to finance the development and construction of the Project; 3) adopting findings
            declaring that the Property is “exempt surplus land” pursuant to the California Surplus Lands Act; 4)
            determining that the less than market rent payable under the Ground Lease will serve a public
            purpose by providing affordable housing for low-income households in need, in accordance with
            Administrative Code, Section 23.3; 5) adopting findings that the Project and proposed transactions
            are consistent with the General Plan, and the eight priority policies of Planning Code, Section 101.1;
            6) authorizing the Director of Property and/or the Director of MOHCD to execute the Ground Lease
            and the Loan Agreement, and make certain modifications to such agreements, as defined herein,
            and take certain actions in furtherance of this Resolution, as defined herein; and 7) to authorize the
            Director of Property and/or Director of MOHCD to enter into any additions, amendments, or other
            modifications to the Ground Lease and the Loan Agreement that do not materially increase the
            obligations or liabilities to the City and are necessary to effectuate the purposes of the Ground Lease
            and the Loan Agreement or this Resolution.

            create the Homelessness Oversight Commission (“Commission”) to oversee the Department of
            Homelessness and Supportive Housing; to provide that the Commission lacks jurisdiction to approve
            or disapprove criteria used to ascertain eligibility or priority for programs and services, where such
            criteria are required as a condition of funding; and to require the Board of Supervisors to adopt an

            transactions and use tax at the existing rate of 0.5% for 30 years to fund transportation
            improvements under the 2022 Transportation Expenditure Plan; increasing the Transportation
            Authority’s appropriations limit by the amount collected under the transactions and use tax for four
            years from November 8, 2022; authorizing the Transportation Authority to issue limited tax bonds
            secured by transactions and use tax revenues; affirming the Transportation Authority’s determination
