Board of Supervisors Meeting Minutes 7/20/2021 Members Present: Connie Chan, Matt Haney, Rafael Mandelman, Gordon Mar, Myrna Melgar, Aaron Peskin, Dean Preston, Hillary Ronen, Ahsha Safai, Catherine Stefani, and Shamann Walton The Board of Supervisors of the City and County of San Francisco met in regular session, and provided public comment through teleconferencing, on Tuesday, July 20, 2021, with President Shamann Walton presiding. President Walton called the meeting to order at 2:02 p.m. Remote Access to Information and Participation On March 17, 2020, the Board of Supervisors (Board) authorized their Board and Committee meetings to convene remotely and allow remote public comment via teleconference. Effective June 29, 2021, the Board and staff began to reconvene for in-person Board proceedings. Committee meetings will continue to convene remotely until further notice. There were no corrections requested from any Member of the Board. Supervisor Peskin, seconded by Supervisor Haney, moved to approve the June 14, 2021, Special Board Meeting Minutes at the Budget and Appropriations Committee, which constituted a quorum of the Board of Supervisors, and the June 15, 2021, Board Regular Meeting Minutes, as presented. Board of Supervisors Meeting Minutes 7/20/2021 SPECIAL ORDER 2:00 P.M. - Mayor's Appearance Before The Board 210823 [Formal Policy Discussions - July 20, 2021] Pursuant to Charter, Sections 2.103 and 3.100(7), and Administrative Code, Section 2.11, the Mayor shall discuss the following eligible topics submitted from the Supervisors representing Districts 5 and 7. The Mayor may address the Board initially for up to five minutes. Discussion shall not exceed two minutes per question or answer. 1. Public Transportation (District 5) 2. Affordable Housing on the Westside (District 7) Mayor London N. Breed addressed the Board of Supervisors regarding the City’s recovery efforts and the various vaccination rates. She encouraged all unvaccinated individuals to make an appointment to help stop the spread of the virus. Mayor Breed then discussed the above referenced topics submitted by the District 5 and 7 Supervisors. Supervisor Preston began the discussions by asking the following question: Can you commit to the riders of suspended Muni lines that their lines will be restored to service? Mayor Breed responded that the restoration of Muni service is a part of the City’s overall recovery as we come out of the pandemic. The need for additional revenue is an issue even though there has been an uptick in ridership. Plans are being put into place to increase efforts to bring back operators and reestablish coverage for the needed transit lines. Supervisor Preston then followed up with the following question: Can the riders of those suspended lines count on those lines coming back in the short-term regardless of the long-term plans for those lines? Mayor Breed responded that the data is being analyzed to ensure the most efficient plan is effectuated and staffing levels need to be brought back up to meet the demands. Mayor Breed did not ask any follow-up questions related to this topic. Supervisor Melgar began the discussions by asking the following question: How can we work with the Mayor’s Office of Housing and Community Development to develop solutions that are catered to westside needs and sensibilities; and are you willing to explore different, innovative tools that will yield housing at a range of income levels, most importantly serving our seniors and multi-generational households? Mayor Breed responded that she has put forward proposals to expand housing in the area. The zoning of certain areas needs to be reconsidered and various types of funding need to be explored in order to fund the housing projects that are needed. Supervisor Melgar then followed up with the following question: Are you willing to explore different tools and funding sources for additional housing? Mayor Breed responded that funding has been allocated to explore other opportunities to build new housing throughout the various communities. She reaffirmed she will continue working with the Supervisor to explore different financial solutions to build the needed housing. CGC-19-579061 and CGC-20-586039; both entitled Square, Inc. v. City and County of San Francisco et al.; the lawsuits both involve claims for a refund of gross receipts taxes; other material terms of the settlement are the agreement that Square, Inc. and its related entities will not take certain filing positions with respect to their gross receipts taxes for tax years 2019 and 2020.
