            The Board of Supervisors of the City and County of San Francisco met in regular session,
            and provided public comment through teleconferencing, on Tuesday, July 20, 2021, with
            President Shamann Walton presiding.

            President Walton called the meeting to order at 2:02 p.m.



Remote Access to Information and Participation
            On March 17, 2020, the Board of Supervisors (Board) authorized their Board and Committee
            meetings to convene remotely and allow remote public comment via teleconference. Effective
            June 29, 2021, the Board and staff began to reconvene for in-person Board proceedings.
            Committee meetings will continue to convene remotely until further notice. Visit the SFGovTV

            On the call of the roll, Supervisors Chan, Haney, Mandelman, Mar, Melgar, Peskin, Preston,
            Ronen, Safai, Stefani, and Walton were noted present.

            All Members were present.

            President Walton presented the ancestral homeland acknowledgement of the Ramaytush Ohlone,
            who are the original inhabitants of the San Francisco Peninsula, pursuant to Board Rule 4.7.1.

            President Walton inquired whether any Member of the Board had any corrections to the June 14,
            2021, Special Board Meeting Minutes at the Budget and Appropriations Committee, which
            constituted a quorum of the Board of Supervisors, or the June 15, 2021, Board Regular Meeting
            Minutes, as presented. There were no corrections requested from any Member of the Board.
            Supervisor Peskin, seconded by Supervisor Haney, moved to approve the June 14, 2021, Special
            Board Meeting Minutes at the Budget and Appropriations Committee, which constituted a quorum of
            the Board of Supervisors, and the June 15, 2021, Board Regular Meeting Minutes, as presented. The

SPECIAL ORDER 2:00 P.M. - Mayor's Appearance Before The Board

210823 [Formal Policy Discussions - July 20, 2021]
            Pursuant to Charter, Sections 2.103 and 3.100(7), and Administrative Code, Section 2.11, the
            Mayor shall discuss the following eligible topics submitted from the Supervisors representing
            Districts 5 and 7. The Mayor may address the Board initially for up to five minutes. Discussion
            shall not exceed two minutes per question or answer.

            1. Public Transportation (District 5)
            2. Affordable Housing on the Westside (District 7)
            Mayor London N. Breed addressed the Board of Supervisors regarding the City’s recovery efforts
            and the various vaccination rates. She encouraged all unvaccinated individuals to make an
            appointment to help stop the spread of the virus. Mayor Breed then discussed the above
            referenced topics submitted by the District 5 and 7 Supervisors.

            Supervisor Preston began the discussions by asking the following question: Can you commit to the
            riders of suspended Muni lines that their lines will be restored to service? Mayor Breed responded
            that the restoration of Muni service is a part of the City’s overall recovery as we come out of the
            pandemic. The need for additional revenue is an issue even though there has been an uptick in
            ridership. Plans are being put into place to increase efforts to bring back operators and reestablish
            coverage for the needed transit lines. Supervisor Preston then followed up with the following
            question: Can the riders of those suspended lines count on those lines coming back in the
            short-term regardless of the long-term plans for those lines? Mayor Breed responded that the data
            is being analyzed to ensure the most efficient plan is effectuated and staffing levels need to be
            brought back up to meet the demands. Mayor Breed did not ask any follow-up questions related to
            this topic.

            Supervisor Melgar began the discussions by asking the following question: How can we work with
            the Mayor’s Office of Housing and Community Development to develop solutions that are catered
            to westside needs and sensibilities; and are you willing to explore different, innovative tools that will
            yield housing at a range of income levels, most importantly serving our seniors and
            multi-generational households? Mayor Breed responded that she has put forward proposals to
            expand housing in the area. The zoning of certain areas needs to be reconsidered and various
            types of funding need to be explored in order to fund the housing projects that are needed.
            Supervisor Melgar then followed up with the following question: Are you willing to explore different
            tools and funding sources for additional housing? Mayor Breed responded that funding has been
            allocated to explore other opportunities to build new housing throughout the various communities.
            She reaffirmed she will continue working with the Supervisor to explore different financial solutions
            to build the needed housing. Mayor Breed did not ask any follow-up questions related to this topic.

            2020, in San Francisco County Superior Court, Case Nos. CGC-19-579061 and CGC-20-586039;

            on Page 2, Lines 14-20, by adding ‘SEC. 12.50. SUNSET PROVISIONS. Unless extended by
            ordinance, the paragraphs in Sections 12.05(a), 12.06(a), 12.34(a), and 12.46(a) that authorize
            temporary increases and decreases of non-resident Adult fees at certain specialty attractions,
            adopted via Ordinance No. 194-19, and any such increases or decreases that the Department
            General Manager may have approved pursuant to those paragraphs, shall expire by operation of
            law on December 7, 2021. Upon expiration of those paragraphs, the City Attorney shall cause
            those paragraphs and this Section 12.50 to be removed from the Park Code.’

            Non-Discrimination in Contracting Ordinance (Chapter 14B) to: 1) increase the LBE certification
            size thresholds and authorize an automatic increase to the thresholds every five years based on
            the consumer price index; 2) change the LBE certification size threshold term of calculation from an
            average of gross annual receipts in the prior three to the prior five years; 3) increase penalties for
            violations of Chapter 14B from up to 10% to up to 25% of the contract or subcontract amount; 4)
            require prime contractors to include LBE subcontractors’ approved payment requests in payment
            applications within 30 days of receipt of an invoice; 5) authorize application of separate LBE
            subcontract participation requirements for micro, small, and SBA-LBEs; 6) extend the bonding
            assistance program to certain City-funded construction projects; 7) authorize a pilot
            Mentor-Protégé expansion program, a pilot micro-LBE set-aside program for certain design-build
            and construction manager/general contractor projects, and a pilot Neighborhood LBE program; 8)
            increase the contracting Threshold Amount from $709,000 to $1,000,000 and the Minimum
