Board of Supervisors Meeting Minutes 5/12/2020 Members Present: Sandra Lee Fewer, Matt Haney, Rafael Mandelman, Gordon Mar, Aaron Peskin, Dean Preston, Hillary Ronen, Ahsha Safai, Catherine Stefani, Shamann Walton, and Norman Yee The Board of Supervisors of the City and County of San Francisco met in regular session through videoconferencing on Tuesday, May 12, 2020, with President Norman Yee presiding. President Yee called the meeting to order at 2:01 p.m. Remote Access to Information and Participation In accordance with Governor Gavin Newsom’s statewide order for all residents to “Stay at Home” - and the numerous preceding local and state proclamations, orders and supplemental directions - aggressive directives have been issued to slow down and reduce the spread of the COVID-19 virus. On March 17, 2020, the Board of Supervisors authorized their Board and Committee meetings to convene remotely and allow for remote public comment; therefore, Board of Supervisors meetings that are held through videoconferencing will allow remote public comment. Visit the SFGovTV website (www.sfgovtv.org) to stream the live meetings or watch them on demand. As the COVID-19 disease progresses, please visit the Board’s website regularly to be updated on the current situation as it affects the legislative process and the Board of Supervisors. ROLL CALL AND PLEDGE OF ALLEGIANCE On the call of the roll, Supervisors Fewer, Haney, Mandelman, Mar, Peskin, Preston, Ronen, Safai, Stefani, Walton, and Yee were noted present. A quorum was present. Board of Supervisors Meeting Minutes 5/12/2020 EMERGENCY OPERATIONS CENTER (EOC) REPORT President Yee thanked the members of the Board and their staff who have provided coverage at the EOC during the past few months. The Board is reevaluating the most effective allocation of their time and will determine whether they will continue a presence at the EOC while focusing on their policy making roles. President Yee and Mayor Breed have convened a task force to focus on the economic recovery of the City, with Supervisors Mandelman and Peskin representing the Board on this body. Another oversight committee has been convened to oversee the local relief fund, Give2SF, which Supervisors Ronen and Stefani have been assigned to represent the Board. Supervisor Mandelman provided an update on the Economic Recovery Task Force, including the membership, meetings held to date, and the three areas of focus. The first is the development of a plan and protocols to tackle issue related to a safe reopening that will drive the Task Force’s work through May and June. The other two focuses are around supporting business resiliency as we continue to deal with COVID-19. In the next several months they will focus on issues on how to support workers and how outdoor spaces may be utilized to support business efforts. After which, the longer-term challenges will be addressed by piloting new ideas and taking information learned to address the greater issues, such as the environmental crises. Supervisor Ronen reported that the Give2SF Program was started by Mayor Breed at the beginning of the health emergency as a way for donors to provide support. The Oversight Committee makes decisions on how the funds are distributed and when. There are three areas where money is being allocated: food security, supporting small businesses and low-wage workers, and to the Mayor’s Office of Community development for household assistance. Board of Supervisors Meeting Minutes 5/12/2020 BRIEFING WITH THE COUNTY HEALTH OFFICER Pursuant to Governor Newsom’s Executive Order that allows policy bodies to receive updates from local officials relevant to the declared emergency - provided that the members do not take action nor discuss any items of business within the subject matter jurisdiction of their body - the Board of Supervisors received an update of the COVID-19 health emergency from Dr. Tomas Aragon, San Francisco County Deputy Health Officer, Director Disease Prevention and Control, and Dr. Grant Colfax, Director (Department of Public Health). Dr. Colfax provided a status update on the City’s response to the COVID-19 health emergency and our transition into the next phases, including the directives and executive orders issued so far, statistics on cases and deaths, cases by zip code, demographics for deaths and cases, hospitalizations and patient count, mobility and replication rate, plausible future scenarios, key COVID-19 indicators, and California’s phases for re-opening.
