Board of Supervisors Meeting Minutes 5/12/2020

            EMERGENCY OPERATIONS CENTER (EOC) REPORT
President Yee thanked the members of the Board and their staff who have provided coverage at
the EOC during the past few months. The Board is reevaluating the most effective allocation of
their time and will determine whether they will continue a presence at the EOC while focusing on
their policy making roles. President Yee and Mayor Breed have convened a task force to focus on
the economic recovery of the City, with Supervisors Mandelman and Peskin representing the
Board on this body. Another oversight committee has been convened to oversee the local relief
fund, Give2SF, which Supervisors Ronen and Stefani have been assigned to represent the Board.

Supervisor Mandelman provided an update on the Economic Recovery Task Force, including the
membership, meetings held to date, and the three areas of focus. The first is the development of a
plan and protocols to tackle issue related to a safe reopening that will drive the Task Force’s work
through May and June. The other two focuses are around supporting business resiliency as we
continue to deal with COVID-19. In the next several months they will focus on issues on how to
support workers and how outdoor spaces may be utilized to support business efforts. After which,
the longer-term challenges will be addressed by piloting new ideas and taking information learned
to address the greater issues, such as the environmental crises.

Supervisor Ronen reported that the Give2SF Program was started by Mayor Breed at the
beginning of the health emergency as a way for donors to provide support. The Oversight
Committee makes decisions on how the funds are distributed and when. There are three areas
where money is being allocated: food security, supporting small businesses and low-wage
workers, and to the Mayor’s Office of Community development for household assistance.

APPROVAL OF MEETING MINUTES
President Yee inquired whether any Member of the Board had any corrections to the March 24,
2020, Board Meeting Minutes or March 31, 2020 Board Special Meeting Minutes. There were no
corrections requested from any Member of the Board.
Supervisor Mandelman, seconded by Supervisor Stefani, moved to approve the March 24, 2020, Board
Meeting Minutes and March 31, 2020 Board Special Meeting Minutes, as presented. The motion

Board of Supervisors Meeting Minutes 5/12/2020

SPECIAL ORDER 2:00 P.M. - Mayor's Appearance Before The Board
President Yee reported to the Board that new policies are forthcoming that establish a
collaboration between the Board and Mayor to optimize the way the City serves the community
            during this health emergency.

There were no questions submitted from the eligible Supervisors representing Districts 1, 2, 3, and
            4. Mayor London N. Breed addressed the Board of Supervisors regarding the status of the health
emergency and what the City is doing to address the current situation and how we will handle the
next phases. There is a focus on economic recovery and the Mayor has asked the Capital
Planning Committee to explore funding for mental health. A new recovery bond is being worked on
to fund building, purchasing, mental health facilities, and parks that have seen a reduction of
services. This bond is aimed at assisting communities of color, building safe spaces, and investing
in jobs to put San Franciscans back to work repaving roads and building bike lanes to deliver basic
services throughout the City. Following public comment this matter was filed. No further action
            was taken.
