Board of Supervisors Meeting Minutes 3/24/2020 Members Present: Sandra Lee Fewer, Matt Haney, Rafael Mandelman, Gordon Mar, Aaron Peskin, Dean Preston, Hillary Ronen, Ahsha Safai, Catherine Stefani, Shamann Walton, and Norman Yee The Board of Supervisors of the City and County of San Francisco met in regular session through videoconferencing on Tuesday, March 24, 2020, with President Norman Yee presiding. President Yee called the meeting to order at 2:00 p.m. Remote Access to Information and Participation In accordance with Governor Gavin Newsom’s statewide order for all residents to “Stay at Home” - and the numerous preceding local and state proclamations, orders and supplemental directions - aggressive directives have been issued to slow down and reduce the spread of the COVID-19 virus. On March 17, 2020, the Board of Supervisors authorized their Board and Committee meetings to convene remotely and allow for remote public comment; therefore, Board of Supervisors meetings that are held through videoconferencing will allow remote public comment. The SFGovTV website (www.sfgovtv.org) streamed the meeting live, and it was streamed online through Microsoft Teams. As the COVID-19 disease progresses, please visit the Board’s website regularly to be updated on the current situation as it affects the legislative process and the Board of Supervisors. Board of Supervisors Meeting Minutes 3/24/2020 COMMUNICATIONS Angela Calvillo, Clerk of the Board, announced that, due to the COVID-19 health emergency and to protect Board Members, City employees, and the public, the Board’s Legislative Chamber is closed for the March 24, 2020 Board Meeting; however, all Board Members will be participating in the meeting remotely through videoconference. This precaution is taken pursuant to Governor Gavin Newsom’s statewide ‘Stay at Home’ Order - and all preceding and proceeding local, state and federal orders, declarations and directives. Board Members will attend the meeting through videoconference (or by telephone if the video fails) and participate in the meeting to the same extent as if they were present. Public participation during the meeting is wanted and needed, so different levels of remote involvement have been arranged, from watching the meeting on SFGOVTV Channel 26 to providing public comment by phone remotely. Both Channel 26 and SFGOVTV.org are streaming the number up at the top of the screen. To call in and get into the queue, please dial 1 (888) 204-5984 with access code 3501008. When prompted by the AT&T stock language to join the question and answer period, dial 1 - 0 to be added to speaker line queue. The auto-prompt will indicate you are entering “Question and Answer” time, but this is the “Public Comment” period. Please note this is how you virtually line up and put yourself in the queue for public comment. Best practices are that you call in from a quiet location, speak clearly and slowly, and turn down your television or radio. This information is being translated into various languages and posting widely, including on our department’s webpage. Finally, the Board asks for the public to bear with us. All city employees are striving to provide the public the best access to City services under the confines of this health emergency. As the Board gains confidence in this videoconferencing system and its stability, additional meetings and hearings will be scheduled utilizing this source. President Yee expressed his appreciation for the hard work of the Board's IT team, the Clerk's staff, and SFGovTV for making this remote meeting possible. Board of Supervisors Meeting Minutes 3/24/2020 Request Granted From: Supervisor Walton To: City Attorney’s Office Requesting the City Attorney to draft legislation to create a Family Income Relief Program for San Francisco residents with children and dependents under 18, who don’t qualify for the Federal Stimulus Plan. The Family Income Relief program will provide a monthly income relief of $500 for San Francisco residents with children or dependents attending SFUSD public schools during the COVID-19 pandemic. Residents will include: permanent residency card holders, undocumented immigrants, and independent contract workers including online platform workers, gig workers, contract firm workers, on-call workers, temporary workers, and workers who receive pay under the table-these are all populations that are not covered under the Federal Stimulus Plan and do not receive any federal benefits. The Human Rights Commission will develop rules, regulations, guidance, forms and procedures as necessary to effectuate the purposes and implementation of the Family Income Relief Program. Funds will be from the City's reserves and Give2SF fund. ADJOURNMENT There being no further business, the Board adjourned at the hour 3:32 p.m. N.B.
