Board of Supervisors Meeting Minutes 11/21/2019 Members Present: Vallie Brown, Sandra Lee Fewer, Matt Haney, Gordon Mar, Hillary Ronen, Ahsha Safai, Shamann Walton, and Norman Yee The Board of Supervisors of the City and County of San Francisco met in special session on Thursday, November 21, 2019, with President Norman Yee presiding. President Yee called the meeting to order at 2:00 p.m. ROLL CALL AND PLEDGE OF ALLEGIANCE On the call of the roll, Supervisors Brown, Fewer, Haney, Mar, Ronen, Safai, Walton, and Yee were noted present. Supervisors Mandelman, Peskin, and Stefani were noted not present. A quorum was present. COMMUNICATIONS Alisa Somera, Legislative Deputy Director, informed the Board of Supervisors that she was in receipt of communications from Supervisors Rafael Mandelman, Aaron Peskin, and Catherine Stefani informing the Board of their absences and requesting to be excused from today’s meeting. Supervisors Mandelman, Peskin, and Stefani Excused from Attendance Supervisor Fewer, seconded by Supervisor Walton, moved that Supervisors Mandelman, Peskin, and Stefani be excused from attending today’s meeting. The motion carried by the following vote: Ayes: 8 - Brown, Fewer, Haney, Mar, Ronen, Safai, Walton, Yee Excused: 3 - Mandelman, Peskin, Stefani AGENDA CHANGES There were no agenda changes. Board of Supervisors Meeting Minutes 11/21/2019 COMMITTEE REPORTS 191005 [Initiative Ordinance - Business and Tax Regulations, Administrative Codes - Excise Tax on Keeping Commercial Property Vacant] Sponsors: Peskin; Ronen, Walton and Haney Motion ordering submitted to the voters at an election to be held on March 3, 2020, an Ordinance amending the Business and Tax Regulations Code and Administrative Code to impose an excise tax on persons keeping ground floor commercial space in certain neighborhood commercial districts and certain neighborhood commercial transit districts vacant, to fund assistance to small businesses; increasing the City’s appropriations limit by the amount collected under the tax for four years from March 3, 2020; and affirming the Planning Department’s determination under the California Environmental Quality Act. (Economic Impact) Motion No. M19-172 APPROVED by the following vote: Ayes: 8 - Brown, Fewer, Haney, Mar, Ronen, Safai, Walton, Yee Excused: 3 - Mandelman, Peskin, Stefani PUBLIC COMMENT There were no public comment speakers.
