President Yee called the meeting to order at 2:02 p.m. ROLL CALL AND PLEDGE OF ALLEGIANCE On the call of the roll, Supervisors Brown, Fewer, Haney, Peskin, Ronen, Safai, Stefani, Walton, and Yee were noted present. Board of Supervisors Meeting Minutes 4/23/2019 SPECIAL ORDER 2:00 P.M. - Mayor's Appearance Before The Board 190307 [Formal Policy Discussions - April 23, 2019] Pursuant to Charter, Sections 2.103 and 3.100(7), and Administrative Code, Section 2.11, the Mayor shall discuss the following eligible topic submitted from the Supervisor representing District 4. The Mayor may address the Board initially for up to five minutes. Discussion shall not exceed two minutes per question or answer. 1. Transparency and opportunities for public input during the budget process for FY2019-2020 (District 4) Mayor London Breed addressed the Board of Supervisors regarding the Port Commission’s consideration of the proposed SAFE Navigation Center on Seawall Lot 330, and the steps being taken to support homeless services. Mayor Breed then discussed the above referenced topic submitted by the District 4 Supervisor. Supervisor Mar began the discussion by asking the following question: In January, I asked a question about specific, concrete opportunities that members of the public have to provide meaningful input on the City’s budget priorities. How have you followed up on those commitments? Mayor Breed indicated the meetings were open to the public and her office reached out directly to various community organizations informing them of the opportunities for participation, office hours have been available, and a website was created (https://sfmayor.org/2019budget) to allow input and suggestions from members of the public. Supervisor Mar then followed up with the following question: How many neighborhood meetings did you hold, were they noticed and open to the public, and which district Supervisors were informed and invited? Which departments without commissions solicited public feedback on their proposed budgets, and does that include Mayor’s Office of Housing and Community Development, HSH, and OEWD? Mayor Breed indicated she held six budget town hall meetings that were not publicly noticed since it was not required, but they did reach out to neighborhood organizations directly and they were open to the public. Mayor Breed further added that neighborhoods have requested more investments be placed in small businesses that are struggling to survive, neighborhoods, and assistance for the homeless. Mayor Breed did not ask any follow-up questions related to this topic. Following public comment this matter was filed. No further action was taken.
