            The Board of Supervisors of the City and County of San Francisco met in regular session on
            Tuesday, April 23, 2019, with President Norman Yee presiding.

            President Yee called the meeting to order at 2:02 p.m.

SPECIAL ORDER 2:00 P.M. - Mayor's Appearance Before The Board

190307 [Formal Policy Discussions - April 23, 2019]
            Pursuant to Charter, Sections 2.103 and 3.100(7), and Administrative Code, Section 2.11, the
            Mayor shall discuss the following eligible topic submitted from the Supervisor representing District
            4. The Mayor may address the Board initially for up to five minutes. Discussion shall not exceed
            two minutes per question or answer.

            1. Transparency and opportunities for public input during the budget process for FY2019-2020
            (District 4)
            Mayor London Breed addressed the Board of Supervisors regarding the Port Commission’s
            consideration of the proposed SAFE Navigation Center on Seawall Lot 330, and the steps being
            taken to support homeless services. Mayor Breed then discussed the above referenced topic
            submitted by the District 4 Supervisor.

            Supervisor Mar began the discussion by asking the following question: In January, I asked a
            question about specific, concrete opportunities that members of the public have to provide
            meaningful input on the City’s budget priorities. How have you followed up on those commitments?
            Mayor Breed indicated the meetings were open to the public and her office reached out directly to
            various community organizations informing them of the opportunities for participation, office hours
            have been available, and a website was created (https://sfmayor.org/2019budget) to allow input
            and suggestions from members of the public. Supervisor Mar then followed up with the following
            question: How many neighborhood meetings did you hold, were they noticed and open to the
            public, and which district Supervisors were informed and invited? Which departments without
            commissions solicited public feedback on their proposed budgets, and does that include Mayor’s
            Office of Housing and Community Development, HSH, and OEWD? Mayor Breed indicated she
            held six budget town hall meetings that were not publicly noticed since it was not required, but
            they did reach out to neighborhood organizations directly and they were open to the public. Mayor
            Breed further added that neighborhoods have requested more investments be placed in small
            businesses that are struggling to survive, neighborhoods, and assistance for the homeless.

            Mayor Breed did not ask any follow-up questions related to this topic.

            Following public comment this matter was filed. No further action was taken.

            purpose of creating and preserving rent-restricted affordable rental housing, and to establish
            related procedures for the selection of such nonprofits, the preservation of rent-restricted

            Regulations Code to exempt rent-restricted affordable housing created under this ordinance from

            Ordinance appropriating $398,561 to overtime in the Fire Department, de-appropriating
            $5,750,492 from permanent salaries, mandatory fringe benefits, and capital projects, and
            appropriating $5,750,492 to overtime and professional services in the Sheriff’s Department, and to
            overtime in the San Francisco Public Utilities Commission, in order to support the Departments’
            projected increases in overtime as required per Administrative Code, Section 3.17; this Ordinance

            2022, in an amount not to exceed $45,000,000 with two one-year options to extend, and require

            amount by at least $500,000, and authorization to increase the total not-to-exceed amount to

       California, San Francisco Campus - No Cost]
            Resolution retroactively approving a Memorandum Of Understanding between the Regents of the
            University of California, on behalf of its San Francisco campus, acting by and through its Office of
            Research, a California Constitutional Corporation (“UCSF”), and the Department of Public Health,
            to enable the creation of a professional fee service area (“Pro-Fee service area”) for UCSF inside
            the City’s instance of Epic to provide terms and conditions for the operation of that pro-fee service
            area, with a term in excess of ten years, from January 1, 2019, and runs concurrently with the
            existing Master Affiliation Agreement between the City and County of San Francisco and UCSF.
