Board of Supervisors Meeting Minutes 7/15/2016 Members Present: John Avalos, David Campos, Jane Kim, Eric Mar, Aaron Peskin, and Norman Yee Absent: London Breed, Malia Cohen, Mark Farrell, Katy Tang, and Scott Wiener The Board of Supervisors of the City and County of San Francisco met in special session on Friday, July 15, 2016, with Presiding Officer Pro Tempore David Campos presiding. ROLL CALL AND PLEDGE OF ALLEGIANCE In the absence of the President, Clerk of the Board Angela Calvillo called the meeting to order at 5:26 p.m. On the call of the roll, Supervisors Breed, Cohen, Farrell, Tang, and Wiener were noted not present. There was a quorum. Appointment of Presiding Officer Pro Tempore Clerk Calvillo informed the Board that, in the absence of the President, the Board shall appoint a Presiding Officer Pro Tempore from the among the Supervisors present, pursuant to Board Rule 4.7. Supervisor Avalos, seconded by Supervisor Peskin, moved to appoint Supervisor Campos as the Presiding Officer Pro Tempore for the Board of Supervisors special meeting of July 15, 2016. The motion carried by the following vote: Ayes: 6 - Avalos, Campos, Kim, Mar, Peskin, Yee Absent: 5 - Breed, Cohen, Farrell, Tang, Wiener Presiding Officer Pro Tempore requested, without objection, that the Board of Supervisors acknowledge those murdered during the terrorist attack in Nice, France with a moment of silence. COMMUNICATIONS There were no communications. GENERAL PUBLIC COMMENT Ace Washington; shared concerns regarding today’s Special Board Meeting. Michael Petrillis; shared concerns regarding District Attorney George Gascon. Peter Warfield; shared concerns regarding the San Francisco Public Library and restricting access. Adrian Simi; shared his concerns regarding the Office of Labor Standards Enforcement. Don Dewsnup; shared concerns regarding government. Board of Supervisors Meeting Minutes 7/15/2016 FOR ADOPTION WITHOUT COMMITTEE REFERENCE 160802 [Calling from Committee - Calling Special Meetings - July 19, 2016 and July 29, 2016 - Committee of the Whole - Modifying Time for Submission of Charter Amendment under Rule 2.22.7] Sponsor: Avalos Motion calling from the Rules Committee the proposed Charter Amendment (File No. 160583) creating the office of Public Advocate and the proposed Charter Amendment (File No. 160588) creating the Housing and Community Development Commission; calling from the Public Safety and Neighborhood Services Committee the proposed Resolution (File No. 160758) affirming support for the Department of Homelessness and Supportive Housing; calling special meetings of the Board of Supervisors on July 19, 2016, at 3:00 p.m. and on July 29, 2016, at 10:00 a.m.; scheduling the Board of Supervisors to sit as a Committee of the Whole at the special meeting on July 19, 2016, at 3:00 p.m., to hold public hearings to consider the two proposed Charter Amendments and the proposed Resolution; and modifying the amount of time required under Rule 2.22.7 between the first appearance of the proposed Charter Amendments on the Board’s agenda and the Board’s order submitting them to the electorate for the November 8, 2016, election. Privilege of the floor was granted unanimously to Jon Givner (Office of the City Attorney) who responded to questions raised throughout the discussion. Supervisor Avalos, seconded by Supervisor Mar, moved that this Motion be AMENDED, AN AMENDMENT OF THE WHOLE BEARING NEW TITLE., on Page 1, Lines 4-5, by striking '(File No. 160583) creating the office of Public Advocate and the proposed Charter Amendment', Line 12, by striking 'two', Line 13, by adding '(File No. 160588)' and '(File No. 160758)' Lines 15-17, by adding '(File No. 160588) creating the Housing and Community Development Commission and the Proposed Charter Amendments (File No. 160583) creating the office of Public Advocate', Line 22, by striking 'three' and adding 'two', Line 23, by striking 'proposed Charter Amendment (File No. 160583) creating the office of Public Advocate, the'; on Page 2, Line 9, by striking 'two' and '160583 and', Line 11, by striking 'all three' and adding 'these two', Lines 14-16, by adding 'for the two proposed Charter Amendments (File No. 160583) creating the office of Public Advocate and (File No. 160588) creating the Housing and Community Development Commission,' and Line 18, by striking 'the two proposed Charter Amendments (File Nos. 160583 and 160588)'.
