Meeting Procedures
The Board of Supervisors is the legislative body of the City and County of San Francisco. The Board
has several standing committees where ordinances and resolutions are the subject of hearings at which
members of the public are urged to testify. The full Board does not hold a second public hearing on
measures which have been heard in committee.
Board procedures do not permit: 1) persons in the audience to vocally express support or opposition to
statements by Supervisors or by other persons testifying; 2) ringing and use of cell phones, pagers, and
similar sound-producing electronic devices; 3) bringing in or displaying signs in the meeting room; and 4)
standing in the meeting room.
Each member of the public will be allotted the same maximum number of minutes to speak as set by the
President or Chair at the beginning of each item or public comment, excluding City representatives,
except that public speakers using translation assistance will be allowed to testify for twice the amount of
the public testimony time limit. If simultaneous translation services are used, speakers will be governed
by the public testimony time limit applied to speakers not requesting translation assistance. Members of
the public who want a document placed on the overhead for display should clearly state such and
subsequently remove the document when they want the screen to return to live coverage of the meeting.
IMPORTANT INFORMATION: The public is encouraged to testify at Committee meetings. Persons
unable to attend the meeting may submit to the City, by the time the proceedings begin, written comments
regarding the agenda items above. These comments will be made a part of the official public record and
shall be brought to the attention of the Board of Supervisors. Written communications should be
submitted to the Clerk of the Board, Clerk of a Committee or its members: 1 Dr. Carlton B. Goodlett

1. 140113 [Formal Policy Discussions - February 11, 2014]
Pursuant to Charter Sections 2.103 and 3.100(7), and Administrative Code Section 2.11,
the Mayor shall answer the following eligible questions submitted from Supervisor
representing Districts 10. The Mayor may address the Board initially for up to five
minutes. Discussion shall not exceed five minutes per Supervisor.
1. When the City adopted the Eastern Neighborhoods Plan we were aware a significant
funding gap existed for the promised neighborhood infrastructure improvements. As
development is moving forward at a fast pace, the infrastructure needed to support this
growth has significantly lagged. Current and future residents need additional parks,
transportation streetscape and pedestrian safety improvements to accommodate this
growth. I recently held a hearing on how the City is going to address both this funding gap
and the slow project delivery from City departments in the Eastern Neighborhoods. I
believe that an Infrastructure Financing District (IFD) is one of the strongest tools we have
to address this problem. I have been told by your staff for the last year that you are not
interested in pursuing an IFD and most recently that it’s your intention to fund the
infrastructure improvements for the Eastern Neighborhoods in your proposed upcoming
November Ballot initiative for Municipal Transportation Agency (MTA). Would you support
an IFD for Eastern Neighborhoods separate from your proposed November Ballot initiative
and should this initiative fail, what is your plan to support the infrastructure needs of the
Eastern Neighborhoods? Additionally, would you support efforts to slow the pace of
development until the City can meet its obligations in funding and delivering the associated
infrastructure improvements? (Supervisor Cohen, District 10)

Ordinance amending the Business and Tax Regulations Code , by adding Article 15A
“Public Realm Landscaping, Improvement and Maintenance Assessment Districts” (Green
Benefit Districts), to provide for establishment of assessment districts to finance
landscaping, improvements, and maintenance of public realm areas (outdoor spaces open
to the public), including parks, parklets, sidewalks, unimproved areas, landscaped areas,
plazas, and gardens; to authorize the purchase of real property with assessment funds,
where property will be a public realm area and the district will provide landscaping,

Ordinance amending the Planning Code, to establish the 1500 Page Street Affordable
Housing Special Use District (SUD) for the property located at 1500 Page Street
(Assessor’s Block No. 1223, Lot No. 004); amend the Zoning Map to add the Affordable
Housing SUD and modify the height and bulk limits for the lot, and repeal the provisions
establishing the 1500 Page Street Residential Care SUD and the permitted building height
for the Residential Care SUD; affirming the Planning Department’s California Environmental
Quality Act findings; and making findings of consistency with the General Plan, and the
eight priority policies of Planning Code, Section 101.1.

the use of criminal history information, and follow certain procedures and restrictions when
inquiring about and using conviction history information to make decisions about

restrictions when making decisions regarding employment of persons for work on City
contracts and subcontracts.

Airport’s Noise Insulation Program]
Resolution approving the acquisition of 33 Avigation Easements from various property
owners in San Mateo County to replace expiring Avigation Easements required for the San
Francisco International Airport’s Noise Insulation Program (Project); adopting findings that
the Project is categorically exempt from environmental review under the California
Environmental Quality Act, Class 1: Existing Facilities; adopting findings that the
acquisition is consistent with the General Plan, and the eight priority policies of Planning
Code, Section 101.1; and authorizing the Director of Property to execute documents,
make certain modifications, and take certain actions in furtherance of this Resolution.

6. 131190 [General Obligation Bond Election - Earthquake Safety and Emergency
Response]

Ordinance calling and providing for a special election to be held in the City and County of
San Francisco on Tuesday, June 3, 2014, for the purpose of submitting to San Francisco
voters a proposition to incur the following bonded debt of the City and County:
$400,000,000 to finance the construction, acquisition, improvement, and seismic
retrofitting of Neighborhood Fire and Police Stations, the Emergency Firefighting Water
System, seismically secure facilities for the Medical Examiner, the Police Department’s
Traffic Company, the Police Department’s Forensic Services Division, and other critical
infrastructure and facilities for earthquake safety and related costs necessary or
convenient for the foregoing purposes; authorizing landlords to pass-through 50% of the
resulting property tax increase to residential tenants in accordance with Administrative
Code, Chapter 37; finding that the estimated cost of such proposed project is and will be
too great to be paid out of the ordinary annual income and revenue of the City and County,
and will require expenditures greater than the amount allowed therefor by the annual tax
levy; reciting the estimated cost of such proposed project; fixing the date of election and
the manner of holding such election and the procedure for voting for or against the
proposition; fixing the maximum rate of interest on such bonds and providing for the levy
and collection of taxes to pay both principal and interest; prescribing notice to be given of
such election; finding that a portion of the proposed bond is not a project under the
California Environmental Quality Act (CEQA), and adopting findings under CEQA for the
remaining portion of the proposed bond; finding that the proposed bond is in conformity
with the eight priority policies of Planning Code, Section 101.1(b), and is consistent with
the General Plan; consolidating the special election with the general election; establishing
the election precincts, voting places, and officers for the election; waiving the word
limitation on ballot propositions imposed by Municipal Elections Code, Section 510;
complying with the restrictions on the use of bond proceeds specified in California
Government Code, Section 53410; and incorporating the provisions of Administrative Code ,
Sections 5.30-5.36; and waiving the time requirements specified in Administrative Code ,
Section 2.34.

and Prevention to participate in a program entitled Building Resilience Against Climate

period of September 1, 2013, through August 31, 2014.

with one three-year option to extend, for an initial annual base rent of $662,400 with Coit

commitment of the Board of Supervisors to protect and preserve Coit Tower and its murals

other contract entered into by the City; require that the TIDF be calculated based on the
rate in effect and the time of issuance of the first construction document ; and making
