The Board has several standing committees where ordinances and resolutions are the subject of hearings at which members of the public are urged to testify. The full Board does not hold a second public hearing on measures which have been heard in committee. Board procedures do not permit: 1) persons in the audience to vocally express support or opposition to statements by Supervisors or by other persons testifying; 2) ringing and use of cell phones, pagers, and similar sound-producing electronic devices; 3) bringing in or displaying signs in the meeting room; and 4) standing in the meeting room. Each member of the public will be allotted the same maximum number of minutes to speak as set by the President or Chair at the beginning of each item or public comment, excluding City representatives, except that public speakers using translation assistance will be allowed to testify for twice the amount of the public testimony time limit. If simultaneous translation services are used, speakers will be governed by the public testimony time limit applied to speakers not requesting translation assistance. Members of the public who want a document placed on the overhead for display should clearly state such and subsequently remove the document when they want the screen to return to live coverage of the meeting. The Mayor may address the Board initially for up to five minutes. Discussion shall not exceed five minutes per Supervisor. 1. When the City adopted the Eastern Neighborhoods Plan we were aware a significant funding gap existed for the promised neighborhood infrastructure improvements. As development is moving forward at a fast pace, the infrastructure needed to support this growth has significantly lagged. Current and future residents need additional parks, transportation streetscape and pedestrian safety improvements to accommodate this growth. I recently held a hearing on how the City is going to address both this funding gap and the slow project delivery from City departments in the Eastern Neighborhoods. I believe that an Infrastructure Financing District (IFD) is one of the strongest tools we have to address this problem. I have been told by your staff for the last year that you are not interested in pursuing an IFD and most recently that it’s your intention to fund the infrastructure improvements for the Eastern Neighborhoods in your proposed upcoming November Ballot initiative for Municipal Transportation Agency (MTA). Would you support an IFD for Eastern Neighborhoods separate from your proposed November Ballot initiative and should this initiative fail, what is your plan to support the infrastructure needs of the Eastern Neighborhoods? Additionally, would you support efforts to slow the pace of development until the City can meet its obligations in funding and delivering the associated infrastructure improvements?
