Privilege of the Floor Supervisor Becerril, seconded by Supervisor Yee, moved to suspend Rule 4.28 of the Rules of Order of the Board of Supervisors to grant privilege of the floor to the following guests. Mr, Macchiarini indicated he has lived in this City for 72 years and loved every minute of it and thanked the Board of Supervisors for the commendation. Supervisor Yee introduced Mr. Bryan Yan, founder of the annual poster contest to help benefit the disabled community. Mr. Yan introduced the first prize winner, Mr. Tim Wang, and indicated his poster has been produced as a calendar. Mr. Yan presented Supervisor Yee with an award to honor and recognize him for his work with the disabled community. Supervisor Teng introduced, welcomed and presented Certificates of Honor to Mr. Ming Chan, calligrapher and Mr. Herby Lam, who has designed commemorative envelopes for the U.S. postal service that are used for the first day issuance of new stamps. SPECIAL ORDER 2:00 P.M. 000239 [Report] Supervisor Ammiano Presentation by Department of Telecommunications and Information Services (DTIS) to introduce a pilot project which will expand the reach of programming carried on the City’s government channel, "Citywatch" to serve a larger viewing audience. Report and demonstration of live video broadcast through the internet of Board of Supervisors and Committee meetings held in City Hall beginning today. The public can view the meetings in action on their personal computers if they have access to the internet and meet other requirements. This service is available through a public and private partnership for a six month trial period. FILED. Meeting Procedures The Board of Supervisors is the Legislative Body of the City and County of San Francisco. The Board considers ordinances and resolutions, most of which have been the subject of hearings before the standing committees of the board at which members of the public are urged to testify. The full Board does not hold a second public hearing on measures which have been heard in committee. Board procedures do not permit persons in the audience to vocally express support or opposition to statements by Supervisors or by other persons testifying. Thus applause and booing are both contrary to Board requirements. The Board does not permit signs to be brought into the meeting or displayed in the room. Citizens are encouraged to testify at Board hearings and to write letters to the Board and to its members, City Hall, 1 Dr. Carlton B. Goodlett Place, Room 244, San Francisco, CA 94102.
