President Mandelman called the meeting to order at 2:02 p.m. ROLL CALL AND PLEDGE OF ALLEGIANCE On the call of the roll, Supervisors Chan, Chen, Dorsey, Engardio, Fielder, Mahmood, Mandelman, Melgar, Sauter, Sherrill, and Walton were noted present. All Members were present. President Mandelman presented the ancestral homeland acknowledgement of the Ramaytush Ohlone, who are the original inhabitants of the San Francisco Peninsula, pursuant to Board Rule 4.7.1. President Mandelman led the Members of the Board and the audience in the Pledge of Allegiance to the Flag of the United States of America, pursuant to Board Rule 4.9. SPECIAL ORDER 2:00 P.M. - Mayor's Appearance Before The Board 250912 [Formal Policy Discussions - September 9, 2025] Pursuant to Charter, Sections 2.103 and 3.100(7), and Administrative Code, Section 2.11, the Mayor shall discuss eligible topics submitted from the Supervisors. The Mayor may address the Board initially for up to five minutes. Discussion shall not exceed two minutes per question or answer. The following topic was noticed on the agenda representing District 7: 1. Family Housing Plan Mayor Lurie addressed the Board of Supervisors regarding key priorities related to housing, employment, and cultural vibrancy within the Financial District. Mayor Lurie highlighted the formation of the Downtown Revitalization and Economic Recovery Financing District and emphasized a long-term commitment to restoring the District’s vibrancy for future generations, including expanding access to liquor licenses to support local hospitality businesses, streamlining the permitting process to facilitate business and development activity, creating more opportunities for youth and young professionals in the area, securing $40 million for public space improvements and street beautification, encouraging and supporting applications for office-to-residential conversion projects, welcoming new retailers, and the development of a new park. Supervisor Melgar began the discussion by asking the following question: In meetings regarding the Family Housing Plan, people have consistently raised concerns about the potential negative impacts of redevelopment and revitalization, particularly regarding the displacement of small businesses and long-term residents, demolition of rent-controlled housing and lack of tenant protections, and insufficient dedicated funding for affordable housing. Can you share specific ideas and your plan to address each of these issues? Mayor Lurie acknowledged Supervisor Melgar’s concerns and reiterated his commitment to equitable development and highlighted current proposed efforts, including support for re-zoning to protect small businesses in residential neighborhoods, his vision to offer financial counseling services for vulnerable populations, implementation of early notification protocols for proposed new housing and retail projects, and reaffirmed that equitable growth remains a central objective. Supervisor Melgar then followed up with the following question: Tenant protections will remain for all rent control circumstances, will you commit to adding protections to rental housing construction and the preservation of units? Mayor Lurie responded with an agreement on the importance of affordability through rent control and tenant protections, and reiterated his dedication to upholding equitable development.
