            The Board of Supervisors of the City and County of San Francisco met in regular session on
            Tuesday, September 9, 2025, with President Rafael Mandelman presiding.

            President Mandelman called the meeting to order at 2:02 p.m.



ROLL CALL AND PLEDGE OF ALLEGIANCE
            On the call of the roll, Supervisors Chan, Chen, Dorsey, Engardio, Fielder, Mahmood, Mandelman,
            Melgar, Sauter, Sherrill, and Walton were noted present.

            All Members were present.


            President Mandelman presented the ancestral homeland acknowledgement of the Ramaytush
            Ohlone, who are the original inhabitants of the San Francisco Peninsula, pursuant to Board Rule
            4.7.1.

            President Mandelman led the Members of the Board and the audience in the Pledge of Allegiance to
            the Flag of the United States of America, pursuant to Board Rule 4.9.

            Angela Calvillo, Clerk of the Board, welcomed members of the public to attend Board meetings and
            provide comment in-person or view the meeting live on SFGovTV's award winning Cable Channel 26

            President Mandelman inquired whether a Member of the Board had any corrections to the July 29,
            2025, Regular Board Meeting Minutes, as presented. There were no corrections requested from any
            Member of the Board.

SPECIAL ORDER 2:00 P.M. - Mayor's Appearance Before The Board

250912 [Formal Policy Discussions - September 9, 2025]
            Pursuant to Charter, Sections 2.103 and 3.100(7), and Administrative Code, Section 2.11, the Mayor
            shall discuss eligible topics submitted from the Supervisors. The Mayor may address the Board
            initially for up to five minutes. Discussion shall not exceed two minutes per question or answer.

            The following topic was noticed on the agenda representing District 7:

            1. Family Housing Plan
            Mayor Lurie addressed the Board of Supervisors regarding key priorities related to housing,
            employment, and cultural vibrancy within the Financial District. Mayor Lurie highlighted the formation
            of the Downtown Revitalization and Economic Recovery Financing District and emphasized a
            long-term commitment to restoring the District’s vibrancy for future generations, including expanding
            access to liquor licenses to support local hospitality businesses, streamlining the permitting process
            to facilitate business and development activity, creating more opportunities for youth and young
            professionals in the area, securing $40 million for public space improvements and street
            beautification, encouraging and supporting applications for office-to-residential conversion projects,
            welcoming new retailers, and the development of a new park.

            Supervisor Melgar began the discussion by asking the following question: In meetings regarding the
            Family Housing Plan, people have consistently raised concerns about the potential negative impacts
            of redevelopment and revitalization, particularly regarding the displacement of small businesses and
            long-term residents, demolition of rent-controlled housing and lack of tenant protections, and
            insufficient dedicated funding for affordable housing. Can you share specific ideas and your plan to
            address each of these issues?

            Mayor Lurie acknowledged Supervisor Melgar’s concerns and reiterated his commitment to equitable
            development and highlighted current proposed efforts, including support for re-zoning to protect small
            businesses in residential neighborhoods, his vision to offer financial counseling services for
            vulnerable populations, implementation of early notification protocols for proposed new housing and
            retail projects, and reaffirmed that equitable growth remains a central objective.

            Supervisor Melgar then followed up with the following question: Tenant protections will remain for all
            rent control circumstances, will you commit to adding protections to rental housing construction and
            the preservation of units?

            Mayor Lurie responded with an agreement on the importance of affordability through rent control and
            tenant protections, and reiterated his dedication to upholding equitable development.

            Following public comment this matter was filed. No further action was taken.

            be submitted from the Mayor’s Office of Housing and Community Development to the Board of
            Supervisors to read as ‘ WHEREAS, MOHCD has agreed to provide the following written reports to the
            Board of Supervisors for inclusion in File No. 250829: (1) within 90 days of the completion of Building E,
            MOHCD will transmit a report concerning the status of the Balboa Reservoir Project including the
            project timeline, the City funding for the horizontal and vertical development of the remaining parcels,

            lifelong educator of Galileo High School. He dedicated 43 years to coaching youth football,
            basketball, and track. Coach Adams helped coach Galileo High win seven AAA championships,
            mentored two NFL players, and was inducted in the 2024 San Francisco Prep Hall of Fame. His
            passion for mentoring youth has touched many lives and Supervisor Chen thanked him for his
            dedication to the youth of San Francisco.

            Supervisor Mandelman introduced, welcomed, and presented a Certificate of Honor to Nancy Alfaro
            in honor of her service to the City and County of San Francisco as a public servant. Alfaro’s career
            has been defined by her commitment to innovation, progress, and equitable service in the County
            Clerk’s Office as well as in her capacity as the former Director of 311. The positive changes she has
            championed create a streamlined process for marriage licenses, language equitability, and
