President Peskin called the meeting to order at 2:03 p.m. ROLL CALL AND PLEDGE OF ALLEGIANCE On the call of the roll, Supervisors Chan, Dorsey, Engardio, Mandelman, Melgar, Peskin, Preston, Ronen, Safai, Stefani, and Walton were noted present. All Members were present. President Peskin presented the ancestral homeland acknowledgement of the Ramaytush Ohlone, who are the original inhabitants of the San Francisco Peninsula, pursuant to Board Rule 4.7.1. President Peskin led the Members of the Board and the audience in the pledge of allegiance to the flag of the United States of America, pursuant to Board Rule 4.9. COMMUNICATIONS (Written comments may be submitted through email (bos@sfgov.org) or the U.S. Postal Service at City Hall, 1 Dr. Carlton B. Goodlett Place, Room 244, San Francisco, CA 94102.) APPROVAL OF MEETING MINUTES President Peskin inquired whether a Member of the Board had any corrections to the March 26, 2024, Regular Board Meeting Minutes, as presented. There were no corrections requested from any Member of the Board. Supervisor Mandelman, seconded by Supervisor Dorsey, moved to approve the March 26, 2024, Regular Board Meeting Minutes, as presented. Board of Supervisors Meeting Minutes 4/30/2024 SPECIAL ORDER 2:00 P.M. - Mayor's Appearance Before The Board 240429 [Formal Policy Discussions - April 30, 2024] Pursuant to Charter, Sections 2.103 and 3.100(7), and Administrative Code, Section 2.11, the Mayor shall discuss eligible topics submitted from the Supervisors. The Mayor may address the Board initially for up to five minutes. Discussion shall not exceed two minutes per question or answer. The following topic was noticed on the agenda representing District 5: 1. Tenant Right to Counsel Mayor London N. Breed addressed the Board of Supervisors pertaining to “joy” and the City’s efforts to revitalize the entertainment and nightlife industries, including tax reforms and street improvements, to bring back the joy to San Francisco. Changes have been made to the Planning Code to reduce restrictions and remove the bureaucracy for small businesses, investments have been made to bring live music across the City, and work has been done to support outdoor festivals in neighborhoods. Mayor Breed urged the Board to continue working with her office to revitalize the entertainment and nightlife industries and encourage the spirit that makes this City special. Mayor Breed then discussed the above referenced topics submitted by the District 5 Supervisor. Supervisor Preston began the discussion by asking the following question: Will you commit to continue funding the Tenant Right to Counsel program at least the current annual amount of $17,700,000 in your upcoming budget? Mayor Breed responded that the City has a difficult budget year ahead, with tough decisions to be made, so she cannot commit to the level of funding mentioned, but she is reviewing the data to ensure the program is funded appropriately. Supervisor Preston then followed up with the following question: Will you commit to working collaboratively with our office and this Board to ensure that our City maintains a sufficient local rent relief balance to prevent as many evictions as possible in San Francisco? Mayor Breed responded that she is taking a deep dive into the program, including the challenges, how the funding is being spent, and the accountability component to ensure that the people who need assistance are receiving the services they need. Mayor Breed then asked Supervisor Preston the following question: Are you planning on supporting or rejecting the budget as we move forward in the direction to work together? Supervisor Preston responded that he would need to see the budget before he decides whether to vote for or against it. Following public comment this matter was filed. No further action was taken.
