Appointment of President Pro Tempore
            At the request of President Peskin, Supervisor Mandelman assumed the chair at 2:26 p.m. so the
            President could participate in the debate on File No. 240174 from the floor.

            The President resumed the chair at 2:31 p.m.


240174 [Administrative, Municipal Elections Codes - General Obligation Bond
       Passthroughs]

            Ordinance amending the Administrative Code to provide that the general obligation bond passthrough

SPECIAL ORDER 2:30 P.M. - Recognition of Commendations
            Without objection, Rule 5.36 of the Rules of the Board of Supervisors was suspended to grant
            privilege of the floor to the following guest(s).


            Supervisor Dorsey introduced, welcomed, and presented a Certificate of Honor to the San Francisco
            Police Department, accepted by Chief William Scott, in recognition of their collective efforts reaching
            a historic milestone toward comprehensive police reform, a testament to the Department’s
            commitment to the highest standards for 21st Century policing.

            Supervisor Chan introduced, welcomed, and presented a Certificate of Honor to Self Help for the
            Elderly’s Employment Training and Economic Development Team, accepted by Kifer Hu, Jerry Li,
            Marcus and Tony, in recognition of their admirable efforts providing assistance and support to
            seniors in the San Francisco area.

            Supervisor Engardio introduced, welcomed, and presented a Certificate of Honor to the Marine Unit of
            the San Francisco Police Department, the United States Coast Guard, and the San Francisco Fire
            Department, accepted by Joshua Allstott, Ayon Lopez, Christian Rosa, Autumn Riewestahl,
            Sergeant Michael Bushnell, Officer Matthew Mattei, and Officer Eric Valentini, in recognition of their
            heroic efforts rescuing four passengers from a capsized boat in the coastal waters on April 14, 2024.

            Supervisor Preston introduced, welcomed, and presented a Certificate of Honor to Jason Lee,
            formerly of the Municipal Transportation Agency, in recognition of his 16 years of dedicated public
            service.

            Supervisor Safai introduced, welcomed, and presented a Certificate of Honor to The Center for
            Immigrant Protection, accepted by Lana Patel and Jupiter Peraza, in recognition of their
            accomplishments providing comprehensive support to LGBTQ+ immigrants, focused on TGNCI+
            identities. Supervisor Mandelman shared in this commendation.


            Supervisor Safai was noted absent at 3:50 p.m.



Supervisor Melgar Excused from Attendance
            Supervisor Mandelman, seconded by Supervisor Dorsey, moved that Supervisor Melgar be excused
            beginning at 3:56 p.m. and for the remainder of today's meeting. The motion carried by the following
            vote:
                 Ayes: 9 - Chan, Dorsey, Engardio, Mandelman, Peskin, Preston, Ronen, Stefani, Walton
                 Excused: 1 - Melgar
                 Absent: 1 - Safai
