            The Board of Supervisors of the City and County of San Francisco met in regular session on
            Tuesday, March 26, 2024, with President Aaron Peskin presiding.

            President Peskin called the meeting to order at 2:02 p.m.



ROLL CALL AND PLEDGE OF ALLEGIANCE
            On the call of the roll, Supervisors Chan, Dorsey, Engardio, Mandelman, Melgar, Peskin, Preston,
            Ronen, Safai, Stefani, and Walton were noted present.

            All Members were present.


            President Peskin presented the ancestral homeland acknowledgement of the Ramaytush Ohlone,
            who are the original inhabitants of the San Francisco Peninsula, pursuant to Board Rule 4.7.1.

            President Peskin led the Members of the Board and the audience in the pledge of allegiance to the
            flag of the United States of America, pursuant to Board Rule 4.9.



COMMUNICATIONS
            Angela Calvillo, Clerk of the Board, welcomed members of the public to attend Board meetings and
            provide comment in-person or view the meeting live on SFGovTV’s award winning Cable Channel
            26 or at www.sfgovtv.org. Those requiring interpretation services should contact the Office of the
            Clerk of the Board at least two business days in advance of the meeting, pursuant to Administrative

            in File No. 231079, which amends the Planning Code to modify density limits in three historic
            districts.

       FY2023-2024]

            Ordinance appropriating $4,770,707 in Ambulance Service Revenue in the Fire Department,
            de-appropriating $84,988,592 from permanent salaries, mandatory fringe benefits, and programmatic
            projects, and appropriating $89,759,299 to overtime in the Department of Emergency Management,
            Fire Department, San Francisco Public Utilities Commission, Sheriff’s Department, and Police
            Department, in order to support the Departments’ projected increases in overtime as required per
            Administrative Code, Section 3.17; this Ordinance requires a two-thirds vote of all members of the
            Board of Supervisors for approval of the Fire Department’s appropriation of $14,509,676 pursuant to
            Charter, Section 9.113(c).

            Supervisor Stefani introduced, welcomed, and presented a Certificate of Honor to Lesley Hu and
            Cody Dougherty (Pierce’s Pledge) in honor of Women’s History Month and in recognition of their
            efforts empowering family law attorneys to protect and keep minor children safe during custody
            negotiations by removing firearms during said negotiations.

            Supervisor Walton introduced, welcomed, and presented a Certificate of Honor to Dorthy Mae
            Asberry, who is in her 102nd year of life, in honor of Women’s History Month and in recognition of her
            accomplishments and continued community support.

            Supervisor Mandelman introduced, welcomed, and presented a Certificate of Honor to Dr. John
            Brown, Medical Director (San Francisco Emergency Medical Services Agency), on the occasion of
            his retirement after 28 years of public service.

            Supervisor Melgar introduced, welcomed, and presented a Certificate of Honor to the San Francisco
            Women’s 100 x 1 Mile Relay Team in recognition of their accomplishment breaking the Guinness
            World Record on June 3, 2023, when they completed the relay in 9 hours, 18 minutes, and 32
            seconds.

            Ordinance amending the Planning Code to prohibit in the North of Market Special Use District (SUD)
            and Lower Polk Street Neighborhood Commercial District (NCD) Tobacco Paraphernalia
            Establishments where any Tobacco Paraphernalia is sold, delivered, distributed, furnished, or
            marketed, and to establish that after 180 days of non-use a legal non-conforming Tobacco
