            The Board of Supervisors of the City and County of San Francisco met in regular session on
            Tuesday, February 13, 2024, with President Aaron Peskin presiding.

            President Peskin called the meeting to order at 2:00 p.m.



ROLL CALL AND PLEDGE OF ALLEGIANCE
            On the call of the roll, Supervisors Chan, Dorsey, Engardio, Mandelman, Melgar, Peskin, Preston,
            Ronen, Safai, Stefani, and Walton were noted present.

            All Members were present.


            President Peskin presented the ancestral homeland acknowledgement of the Ramaytush Ohlone,
            who are the original inhabitants of the San Francisco Peninsula, pursuant to Board Rule 4.7.1.

            President Peskin led the Members of the Board and the audience in the pledge of allegiance to the
            flag of the United States of America, pursuant to Board Rule 4.9.

            Angela Calvillo, Clerk of the Board, welcomed members of the public to attend Board meetings and
            provide comment in-person or view the meeting live on SFGovTV’s award winning Cable Channel

            President Peskin inquired whether a Member of the Board had any corrections to the January 9,
            2024, Regular Board Meeting Minutes, as presented. There were no corrections requested from any
            Member of the Board.
            Supervisor Walton, seconded by Supervisor Mandelman, moved to approve the January 9, 2024,
            Regular Board Meeting Minutes, as presented. The motion carried by the following vote, following

SPECIAL ORDER 2:00 P.M. - Mayor's Appearance Before The Board
            There were no questions submitted from the eligible Supervisors representing Districts 9, 10 or 11.
            Mayor London N. Breed addressed the Board of Supervisors regarding the revitalization plan for the
            Downtown area and the improvements being seen, including a 23% increase in tenants, converting
            empty office space to other uses, removal of barriers for housing, reduction of fees for new housing,
            offer of tax incentives for new businesses, the Vacant to Vibrant Program, street festivals and night
            life, street improvements, investments, bringing new college campuses to the City, and tax reform
            needs. Following public comment this matter was filed. No further action was taken.

            Ordinance amending the Planning and Administrative Codes to correct typographical errors, update
            outdated cross-references, and make non-substantive revisions to clarify or simplify Code language;
            affirming the Planning Department’s determination under the California Environmental Quality Act;
            making findings of consistency with the General Plan, and the eight priority policies of Planning
            Code, Section 101.1; and adopting findings of public necessity, convenience, and general welfare

231165 [Fire Code - Lithium-Ion Batteries in Powered Mobility Devices]

            Ordinance amending the Fire Code to provide fire protection standards for the charging and storage of
            lithium-ion batteries used in powered mobility devices (such as electric bikes, scooters, skateboards,
            and hoverboards), prohibit use of damaged lithium-ion batteries in such devices, prohibit use of
            lithium-ion batteries assembled or reconditioned using cells removed from used batteries in such
            devices, and require the Fire Department to conduct an informational campaign; affirming the
            Planning Department’s determination under the California Environmental Quality Act; and directing
            the Clerk of the Board of Supervisors to forward this Ordinance to the California Building Standards
            Commission upon final passage.

       Inclusion Grant - Governor’s Office of Business and Economic Development -
       Amendment to Annual Salary Ordinance - FY2023-2024 and FY2024-2025 - $165,978]

            Ordinance retroactively authorizing the Office of Civic Engagement and Immigrant Affairs to accept
            and expend a grant in the amount of $165,978 from the Governor’s Office of Business and Economic

       Initial Annual Base Rent]
            Resolution approving and authorizing the Director of Property, on behalf of the Department of Public
            Health, to execute a Lease Agreement for continued use of office and clinic space at 755 and 759
            South Van Ness Avenue and the adjacent parking lot with AIM TWO, as Landlord, effective upon
            approval of the Resolution by the Board of Supervisors and the Mayor and upon execution of the
            Lease by the Director of Property, terminating on December 31, 2027, at the monthly base rent of
            $52,178.86 for a total annual base rent of $644,931 with annual 3% to 5% CPI increases; plus one
            five-year extension option; and authorizing the Director of Property to enter into amendments or
            modifications to the Lease that do not materially increase the obligations or liabilities to the City, do

            Block 2 West” located at 200 Folsom Street; approving the form of and authorizing the execution of a
            funding loan agreement providing the terms and conditions of the construction loan from the funding
            lender to the City, and the execution and delivery of the notes; approving the form of and authorizing
            the execution of a project loan agreement providing the terms and conditions of the construction loan
            from the City to the borrower; approving the form of and authorizing the execution of a regulatory

            Without objection, Rule 5.36 of the Rules of the Board of Supervisors was suspended to grant
            privilege of the floor to the following guest(s).

            President Peskin introduced, welcomed, and presented a Certificate of Honor to former Mayor Willie
            L. Brown, Jr. on the occasion of his induction to the 17th class of California’s Hall of Fame and in
            recognition of his history-making accomplishments in the California State Assembly, as the first
            Black Speaker of the Assembly, and as the former Mayor of the City and County of San Francisco.

            Supervisor Ronen introduced, welcomed, and presented a Certificate of Honor to Dee Derisse (Hey
            Neighbor Cafe) in recognition of her accomplishments as a local community-based business in the
            Portola neighborhood.

            Resolution approving and authorizing the Office of Contract Administration (OCA) to enter into
            Contract 1000032083 between the City and County of San Francisco and Allied Waste Services of
            North America, LLC for the provision of refuse collection and disposal services at City facilities with
            an initial contract duration of seven years, commencing on April 1, 2024, through March 30, 2031,
            with an option to extend for three additional years through March 30, 2034, for a total contract
            duration of 10 years, and with a total contract not to exceed amount of $119,000,000 for the full
            10-year duration under Charter, Section 9.118(b); and to authorize OCA to enter into amendments or
            modifications to the Contract that do not materially increase the obligations or liabilities to the City
            and are necessary to effectuate the purposes of the Contract or this Resolution. (Office of Contract
