President Peskin called the meeting to order at 2:01 p.m. ROLL CALL AND PLEDGE OF ALLEGIANCE On the call of the roll, Supervisors Chan, Dorsey, Engardio, Mandelman, Melgar, Peskin, Preston, Ronen, Stefani, and Walton were noted present. Supervisor Safai was noted not present. A quorum of the Board was present. President Peskin presented the ancestral homeland acknowledgement of the Ramaytush Ohlone, who are the original inhabitants of the San Francisco Peninsula, pursuant to Board Rule 4.7.1. COMMUNICATIONS Angela Calvillo, Clerk of the Board, informed the public that on October 17, 2023, the Board of Supervisors approved a Motion discontinuing remote public comment and participation at all Board and Committee meetings; going forward all public comment will be taken in-person, with remote access only being provided for those who require an ADA accommodation. Interpretation services will continue to be available upon request to the Office of the Clerk of the Board at least 48 hours in advance of the meeting, pursuant to Administrative Code Section 97.7. SPECIAL ORDER 2:00 P.M. - Mayor's Appearance Before The Board 231102 [Formal Policy Discussions - October 24, 2023] Pursuant to Charter, Sections 2.103 and 3.100(7), and Administrative Code, Section 2.11, the Mayor shall discuss eligible topics submitted from the Supervisors. The Mayor may address the Board initially for up to five minutes. Discussion shall not exceed two minutes per question or answer. The following three topics were noticed on the agenda representing Districts 5, 7, and 8. 1. Housing Element: Affordable Housing Goals (District 5) 2. Behavioral Health and Homeless Services for Westside Neighborhoods (District 7) 3. Senate Bill 43 Implementation (District 8) Mayor London N. Breed addressed the Board of Supervisors regarding the Asia-Pacific Economic Cooperation (APEC), including the hard work of City staff, the number of volunteers who have signed up, the impacts anticipated throughout the City, enhanced security, the dissemination of information and updates, and where constituents can go to receive current information (https://sf.gov/apec-2023). Mayor Breed then discussed the above referenced topics submitted by the District 5, 7, and 8 Supervisors. Supervisor Preston began the discussions by asking the following question: Given our requirement under the Housing Element to produce 46,000 affordable units in the next eight years, and given that this is a City-owned site that has been designated for affordable housing development for more than 20 years, will you commit today to issue a Request for Qualifications (RFQ) for affordable housing on Parcel K – the so-called proxy site – by the end of this calendar year? Mayor Breed responded that she is not ready to make any commitments on this matter. Supervisor Preston then followed up with the following question: Is the RFQ forthcoming and what is the timeline? Mayor Breed responded that she is unaware of any promises from the department that the Supervisor referenced and will need to go back and discuss with them further. She is familiar with the project and fully recognizes the decisions she made based on the needs of the surrounding community. She urged the focus to be about the policies and what aggressive changes need to occur, and not use these types of projects to imply otherwise. Mayor Breed did not ask any follow-up questions related to this topic. Supervisor Melgar began the discussions by asking the following question: Will you help us by dedicating staff to be assigned to assisting homeless people get off the streets and people with behavioral health needs on the Westside of town and coordinating with other Departments for badly needed support services? Mayor Breed responded that many individuals are in the throws of addiction throughout the City, mostly in the central portion, but there are new tools coming to assist departments with getting these individuals into treatment, namely Senate Bill 43 which will be effective January 2024. The Mayor further indicated she looked forward to working more closely with the Supervisor on this issue. Mayor Breed did not ask any follow-up questions related to this topic. Mayor Breed thanked Supervisor Mandelman for his advocacy on this matter and responded that the situation on the streets is currently frustrating since oftentimes staff have to walk away from situations when a crime isn’t being committed, but the implementation of SB 43 is an extraordinary step that will put a dent in addressing behavioral health. The Mayor indicated she has issued an Executive Directive to City departments to prepare for the implementation with policies and procedures, to remove barriers and remove delays in submitting referrals, and to require data be collected to measure the impacts of this new tool. Supervisor Mandelman then followed up with the following question: Do you have confidence that the Department of Public Health can rise to the occasion and opportunity presented by SB 43, and if not, what needs to change at DPH to allow that department to do what we are agree needs to be done in terms of expanding access to beds for the population SB 43 would finally allow us to reach? Mayor Breed responded that the beds are very expensive and she’s hoping additional resources will be made available to operate state facilities since the City does not have the full capacity needed, but the investments being made will improve the City’s ability to expand.
