            The Board of Supervisors of the City and County of San Francisco met in regular session, in-person
            with remote access and public comment also available via telephone, on Tuesday, July 18, 2023,
            with President Aaron Peskin presiding.

            President Peskin called the meeting to order at 2:03 p.m.

            The Board of Supervisors (www.sfbos.org) and its committees convene hybrid meetings that allow
            in-person attendance, in-person public comment (prioritized before remote public comment), remote

            On the call of the roll, Supervisors Chan, Dorsey, Engardio, Mandelman, Melgar, Peskin, Preston,

            President Peskin presented the ancestral homeland acknowledgement of the Ramaytush Ohlone,
            who are the original inhabitants of the San Francisco Peninsula, pursuant to Board Rule 4.7.1.

            President Peskin inquired whether any Member of the Board had any corrections to the June 13,
            2023, Board Meeting Minutes, or the June 14, 2023, June 15, 2023, and June 16, 2023, Special
            Meeting Minutes at the Budget and Appropriations Committee Meeting, which constituted a quorum
            of the Board of Supervisors, as presented. There were no corrections requested from any Member of
            the Board.
            Supervisor Mandelman, seconded by Supervisor Preston, moved to approve the June 13, 2023, Board
            Meeting Minutes, and the June 14, 2023, June 15, 2023, and June 16, 2023, Special Meeting Minutes at
            the Budget and Appropriations Committee Meeting, which constituted a quorum of the Board of

            There were no questions submitted from the eligible Supervisors representing Districts 9, 10, or 11.
            Mayor London N. Breed addressed the Board of Supervisors regarding the future of downtown to
            make it easier to fill the empty spaces, including the recent announcement of $4 Million in funding to
            support businesses, investing in high quality office spaces, increasing housing on vacant land,
            increasing rental housing, a letter to the UCSF asking them to consider moving spaces downtown,
            removing barriers, and thinking bigger and better about what could be possible. Following public
            comment this matter was filed. No further action was taken.

            requiring the Risk Manager to review and update insurance requirements only as necessary to

            recreation, and postpone to January 1, 2025, the imposition of the Gross Receipts Tax rates
            otherwise set to go into effect beginning January 1, 2023, for those business activities; and to provide
            for businesses that open a physical location in certain zip codes in the City on or after January 1,
            2023, through December 31, 2027, and that did not have a physical location in the City for at least
            three years prior to that opening, an annual Gross Receipts Tax credit equal to 0.45% of the
            business’s San Francisco taxable gross receipts from one or more of the business activities of

            administrative office, or 0.7% of the taxable payroll expense of a business that engages in business

            will be receiving either low-income housing tax credits or tax-exempt multifamily revenue bonds shall
            remain subject to the Rent Ordinance, as long as any of the existing tenants continue to reside in
            the unit, or unless all the tenants in the unit agree otherwise in writing; and for any such units that
            may have previously become exempt from the Rent Ordinance since 2018, restoring rents to the
            levels allowed had the Rent Ordinance continuously applied.

            (10) years; in comparison to banks closed across the city.
            2. The reasons behind these bank closures, as understanding the underlying causes, will help
            Supervisor Walton’s office formulate appropriate strategies and measures to address the situation
            effectively.
            3. Recommendations or potential actions that the community, along with the assistance of
            Supervisor Walton’s office, can undertake to alleviate the adverse impact of these closures and
            ensure that adequate banking services are available to our residents.
