            Due to technical issues, President Walton recessed the meeting at 5:40 p.m. and reconvened at
            5:46 p.m.


211323 [Hearing - Committee of the Whole - Proclamation of Local Emergency - Drug
       Overdoses in the Tenderloin - March 15, 2022, at 3:00 p.m]
            Hearing of the Board of Supervisors convening as a Committee of the Whole on March 15, 2022,
            at 3:00 p.m., to hold a public hearing on Mayor London N. Breed’s December 17, 2021,
            Proclamation of a Local Emergency Relating to Drug Overdoses in the Tenderloin; scheduled
            pursuant to Motion No. M22-002, approved on January 4, 2022. (Clerk of the Board)
            President Walton opened the public hearing and inquired as to whether any member of the public
            wished to address the Committee of the Whole relating the Proclamation of a Local Emergency
            relating to drug overdoses in the Tenderloin (File Nos. 211323 and 211324). Maryellen Carroll,
            Director, and Victor Lim (Department of Emergency Management); Chief Cristel Tullock (Adult
            Probation Department); Dr. Hillary Kunins (Department of Public Health); Emily Cohen (Department
            of Homelessness and Supportive Housing); Peg Stevenson (Office of the City Controller); Tom
            Paulino (Mayor’s Office); and Captain Chris Canning, Commander Raj Vaswani, and Diana
            Oliva-Aroche (Police Department) provided an overview of Local Emergency in the Tenderloin and
            answered questions raised throughout the discussion. Joe Cutler; Kristy Schamela; expressed
            support of continuing concurrence in the Local Emergency in the Tenderloin. Jordan Davis; Gilbert
            Crisswell; Speaker; expressed support of withdrawing concurrence in the Local Emergency in the
            Tenderloin. Ace Washington; Ismael Terra; Curtis Bradford; Alia Inder; Mark Tindall; Tom Wolf;
            Lisa Strawn; Sara Shortt; Speaker; Citizen 22; spoke on various concerns relating to the Local
            Emergency in the Tenderloin. There were no other speakers. The President closed public
            comment, declared the public hearing heard and filed, adjourned as the Committee of the Whole,
            and reconvened as the Board of Supervisors.
