            President Walton requested File Nos. 220031, 220032, 220033, and 220034 be called together.


220031 [Hearing - Appeal of Determination of Exemption From Environmental Review -
       Proposed 2000 Oakdale Avenue Project]
            Hearing of persons interested in or objecting to the determination of exemption from environmental
            review under the California Environmental Quality Act, issued as a Common Sense Exemption by
            the Planning Department on September 8, 2021, for the proposed project at 2000 Oakdale
            Avenue, Assessor’s Parcel Block No. 5315, Lot No. 051, to establish a new Cannabis Retail
            storefront (approximately 628 square feet) within an existing cannabis Microbusiness that has a
            total size of 3,130 square feet. (District 10) (Appellant: Michael Lozeau of Lozeau Drury LLP, on
            behalf of Libkra Investments Corp.) (Filed January 5, 2022) (Clerk of the Board)
            President Walton opened the public hearing and provided opening remarks regarding the proposed
            project and pending appeal. The President then inquired as to whether any individual wished to
            address the Board. Michael Lozeau (Appellant) provided an overview of the appeal, responded to
            questions raised throughout the discussion, and further requested the Board to approve the appeal.
            Speaker; Patricia Ehrich; Speaker; spoke in support of the appeal and in opposition to the project.
            Lauren Bihl (Planning Department) and John Pierce, Interim Director (Office of Cannabis), provided
            an overview of the decision of the Planning Department and responded to questions raised
            throughout the discussion. Tiara Mitchell (Project Sponsor) provided an overview of the project,
            responded to questions raised throughout the discussion, and further requested the Board to
            uphold the decision of the Planning Department. Judy Elken; Steven Nguyen; Robert Fuqman;
            Speaker; spoke in support of the project and in opposition to the appeal. Michael Lozeau
            (Appellant) provided a rebuttal and further requested the Board to approve the appeal. There were
            no other speakers. President Walton closed public comment and declared the public hearing heard
            and filed.
