            The Board of Supervisors of the City and County of San Francisco met in regular session, and
            provided public comment through teleconferencing, on Tuesday, January 11, 2022, with
            President Shamann Walton presiding.

            President Walton called the meeting to order at 2:01 p.m.



Remote Access to Information and Participation
            On March 17, 2020, the Board of Supervisors (Board) authorized their Board and Committee
            meetings to convene remotely and allow remote public comment via teleconference. Effective
            June 29, 2021, the Board and staff began to reconvene for in-person Board proceedings.
            Committee meetings will continue to convene remotely until further notice. Visit the SFGovTV
            website at (www.sfgovtv.org) to stream the live meetings, or to watch meetings on demand.
            Members of the public are encouraged to participate remotely via detailed instructions on
            participating via teleconference available at https://sfbos.org/remote-meeting-call.

ROLL CALL AND PLEDGE OF ALLEGIANCE
            On the call of the roll, Supervisors Chan, Haney, Mandelman, Mar, Melgar, Peskin, Preston,
            Ronen, Safai, Stefani, and Walton were noted present.

            All Members were present.

            President Walton presented the ancestral homeland acknowledgement of the Ramaytush Ohlone,
            who are the original inhabitants of the San Francisco Peninsula, pursuant to Board Rule 4.7.1.

APPROVAL OF MEETING MINUTES
            President Walton inquired whether any Member of the Board had any corrections to the December
            7, 2021, or December 14, 2021, Regular Board Meeting Minutes, as presented. There were no
            corrections requested from any Member of the Board.
            Supervisor Walton, seconded by Supervisor Preston, moved to approve the December 7, 2021, and
            December 14, 2021, Regular Board Meeting Minutes, as presented. The motion carried by the
            following vote, following general public comment:

SPECIAL ORDER 2:00 P.M. - Mayor's Appearance Before The Board

220029 [Formal Policy Discussions - January 11, 2022]
            Pursuant to Charter, Sections 2.103 and 3.100(7), and Administrative Code, Section 2.11, the
            Mayor shall discuss the following eligible topic submitted from the Supervisor representing District
            1. The Mayor may address the Board initially for up to five minutes. Discussion shall not exceed
            two minutes per question or answer.

            1. The future of road measures put in place during the pandemic, including in Golden Gate Park,
            the Great Highway, and Slow Streets (District 1)
            Mayor London N. Breed addressed the Board of Supervisors regarding the current COVID-19
            health crisis, including the need for additional testing, adherence to testing for health workers,
            dissemination of protective equipment to schools, and the continued work being done by all City
            departments. Mayor Breed then discussed the above referenced topics submitted by the District 1
            Supervisor. Supervisor Chan began the discussions by asking the following question: What do you
            envision for the future of JFK Drive, the Great Highway and the Slow Streets Program? Mayor
            Breed responded that the initial closures were done to accommodate the needs during the
            pandemic and City staff is currently undergoing an analysis to propose a long-term plan for the
            Great Highway and the Slow Streets Program. Supervisor Chan then followed up with the following
            question: Do you think City departments are actually behind held accountable, and are they
            providing transparency with an honest, data-driven, and decision-making process? Do you share
            my vision for a compromise between stakeholders and my demands to hold City departments
            accountable to a transparent decision making process? Mayor Breed responded that the process is
            transparent and both sides of the issue have provided their feedback, but no decisions have been
            made since City departments are still in the process of gathering data. Mayor Breed did not ask
            any follow-up questions related to this topic. Following public comment this matter was filed. No
            further action was taken.

            County of San Francisco and in recognition of his many accomplishments. Kenneth Bukowski
            (Office of the City Administrator) provided additional commendatory remarks on behalf of the City
            Administrator.

            Supervisor Mandelman introduced, welcomed, and presented a Certificate of Honor to Margaret
            Tse (Public Works) on the occasion of her retirement after 40 years with the City and County of
            San Francisco and in recognition of her many accomplishments. President Walton shared in this
            commendation.

            Supervisor Melgar introduced, welcomed, and presented a Certificate of Honor to Michael Yu (a
            student at Lincoln High School) and his mother, Gwen Miu, in recognition of their efforts compiling
            close to 200 gift bags for dissemination at school vaccination sites.

            Hearing of persons interested in or objecting to the approval of a Conditional Use Authorization
            pursuant to Sections 209.2, 253, 303, and 317, of the Planning Code, for a proposed project at
            3832-18th Street, Assessor's Parcel Block No. 3580, Lot No. 018, identified in Planning Case No.
            2020-001610CUA, issued by the Planning Commission by Motion No. 21016, dated October 14,
            2021, to allow demolition of a single-family residence and approval of an individually requested
            state density bonus project pursuant to Planning Code, Section 206.6 (using the State Density

            President Walton opened the public hearing and Supervisor Mandelman provided opening remarks
            regarding the project and indicated he would be making a motion to continue this Hearing and its
            associated Motions to a future date. The President inquired as to whether any individual wished to
            address the Board regarding the proposed continuance. Speaker; spoke on various concerns
            related to the proposed continuance. There were no other speakers. President Walton closed
            public comment on the continuance.
            Supervisor Mandelman, seconded by Supervisor Peskin, moved that this Hearing be CONTINUED
            OPEN to the Board of Supervisors meeting of February 8, 2022. The motion carried by the following
