121118 [Public Hearing - Appeal of Determination of Exemption from Environmental
       Review - San Francisco Municipal Transportation Agency's Fell and Oak Streets
       Bikeways Project]
            Hearing of persons interested in or objecting to the Planning Department’s determination dated
            October 4, 2012, Case No. 2011.0836E, that the San Francisco Municipal Transportation Agency’s
            Fell and Oak Streets Bikeways Project is exempt from environmental review under the California
            Environmental Quality Act (CEQA), Classes 1 and 4 (State CEQA Guidelines Sections 15301(c)
            15304(h)). The proposed work involves removing parking lanes and adding bike lanes, as well as
            other related changes to Fell and Oak Streets between Baker and Scott Streets. (District 5)
            (Appellants: Mark Brennan, Howard Chabner, and Ted Loewenberg) (Filed November 2, 2012).
            The President inquired as to whether any member of the public wished to address the Board. Mari
            Sessman, Ted Loewenberg, and Howard Chabner (Appellants); provided an overview of the
            appeal, responded to questions raised throughout the discussion, and further requested the Board
            to approve the appeal. Walter Paulson; JJ Dillon; Male Speaker; Dan Cooley; Amil; Willit; Emil;
            Steve; Wendy Cook; Raheim Awhal; spoke in support of the appeal. Brett Bollinger (Planning
            Department) provided an overview of the decision of the Planning Department. Luis Montoya
            (Project Sponsor) provided an overview of the project, responded to questions raised throughout
            the discussion, and further requested the Board to uphold the decision of the Planning
            Commission. Lawrence Lee; Elizabeth Stamp; Jason Henderson; Morgan Fitzgibbons; spoke in
            support of the project and in opposition to the appeal. Mark Brannon (Appellant) provided a
            rebuttal and further requested the Board to approve the appeal. There were no other speakers. The
            President declared the public hearing closed.
