            President Walton requested File Nos. 210235, 210236, 210237, and 210238 be called together.


210235 [Hearing - Appeal of Determination of Exemption From Environmental Review -
       Proposed 476 Lombard Street Project]
            Hearing of persons interested in or objecting to the determination of exemption from environmental
            review under the California Environmental Quality Act issued as a Categorical Exemption by the
            Planning Department on July 15, 2020, for the proposed project at 476 Lombard Street, Assessor’s
            Parcel Block No. 0062, Lot No. 017A, for construction of a horizontal addition, a new elevator, and
            roof deck to an existing three-story, 3,192 square foot single family residence within the RH-3
            (Residential House, Three-Family) Zoning District and a 40-X Height and Bulk District. (District 3)
            (Appellant: Susan Brandt-Hawley of Brandt-Hawley Law Group, on behalf of Barbara and Arrigo
            Sturla) (Filed February 25, 2021) (Clerk of the Board)
            President Walton opened the public hearing and Supervisor Peskin provided opening remarks
            regarding the proposed project and appeal. The President then inquired as to whether any
            individual wished to address the Board. Susan Brandt-Hawley and Katherine Petrin (Appellants)
            provided an overview of the appeal, responded to questions raised throughout the discussion, and
            further requested the Board to approve the appeal. There were no speakers in spoke in support of
            the appeal. Justin Zucker and Hannah Lise Simonson (Project Sponsor) provided an overview of
            the project, responded to questions raised throughout the discussion, and further requested the
            Board to uphold the decision of the Planning Department. Lisa Gibson, Charles Enchill and
            Claudine Asbagh (Planning Department) provided an overview of the decision of the Planning
            Department and responded to questions raised throughout the discussion. Jack Shaw; spoke in
            support of the project and in opposition to the appeal. Susan Brandt-Hawley (Appellant) provided a
            rebuttal and further requested the Board to approve the appeal. There were no other speakers.
            President Walton closed public comment and declared the public hearing heard and filed.

PUBLIC COMMENT
            Peter Warfield; suggested the need to hold a hearing on the accessibility of City services and
            information during the pandemic, and concerns on the poor quality of service being provided by the
            Public Library.
            Gilbert Crisswell; expressed the need to expend certain funds to expand Muni services in certain
            neighborhoods during the pandemic.
            John Holden; expressed the need to fill the appointments on the Golden Gate Bridge, Highway and
            Transportation District, Board of Directors.
            Barry Toronto; expressed support of providing free Muni and concerns regarding the safety of Muni
            employees.
            Francisco Da Costa; expressed the need to make public participation easily accessible and
            concerns regarding suffering during the pandemic.
            Daniel Landry; expressed the need to expand Muni services in certain neighborhoods and shared
            instances of racial profiling at certain businesses.
