Board of Supervisors Meeting Minutes 6/16/2020 Members Present: Sandra Lee Fewer, Matt Haney, Rafael Mandelman, Gordon Mar, Aaron Peskin, Dean Preston, Hillary Ronen, Ahsha Safai, Catherine Stefani, Shamann Walton, and Norman Yee The Board of Supervisors of the City and County of San Francisco met in regular session through videoconferencing, and provided public comment through teleconferencing, on Tuesday June 16, 2020, with President Norman Yee presiding. President Yee called the meeting to order at 2:00 p.m. Remote Access to Information and Participation In accordance with the numerous local and state proclamations, orders and supplemental directions, aggressive directives have been issued to slow down and reduce the spread of the COVID-19 virus. On March 17, 2020, the Board of Supervisors authorized their Board and Committee meetings to convene remotely and allow for remote public comment; therefore, Board of Supervisors meetings that are held through videoconferencing will allow remote public comment through teleconferencing. Visit the SFGovTV website (www.sfgovtv.org) to stream the live meetings or watch them on demand. As the COVID-19 disease progresses, please visit the Board’s website (www.sfbos.org) regularly to be updated on the current situation as it affects the legislative process and the Board of Supervisors. ROLL CALL AND PLEDGE OF ALLEGIANCE On the call of the roll, Supervisors Fewer, Haney, Mandelman, Mar, Peskin, Preston, Ronen, Stefani, Walton, and Yee were noted present. Supervisor Safai was noted not present. A quorum was present. Supervisor Safai was noted present (on-line) at 2:08 p.m. COMMUNICATIONS Angela Calvillo, Clerk of the Board, announced that due to the COVID-19 health emergency, Board Members will participate in the meeting remotely, through videoconference and to the same extent as if they were physically present. Board of Supervisors Meeting Minutes 6/16/2020 President Yee acknowledged the Members of the Board who have been attending various sub-groups in response to the emergency and leading the way in finding solutions to the many challenges being experienced throughout the City. The President then called upon these Members to provide an update on their sub-group and the work being done. Supervisor Stefani reported on the Reopening Government Services Workgroup that she Co-Chairs with Naomi Kelly, City Administrator. The Working Group is focused on how to conduct in-person business in a manner that ensures the safety of the public and City employees, including Board and Commission hearings, services at City Hall, cultural facilities, permitting and the 49 South Van Ness Permit Center, and criminal justice agencies and the Hall of Justice. A letter of inquiry is being introduced to the Mayor’s Office of Disability and the Department of Disability and Aging Services to request technical expertise and assistance to improve the accessibility of remote government services and public participation. Supervisor Mandelman reported on the Economic Recovery Policy Workgroup that he Co-Chairs with Carmen Chu, Assessor-Recorder. The Workgroup is focusing on reopening throughout the community and how the City can proceed effectively and make the City more sustainable and public friendly. They are coordinating with work being done around public health and the phased reopening. Supervisor Haney reported on the Children and Youth Advance Planning Workgroup Co-Chairs with Maria Su, Executive Director of the Department of Children, Youth, and Their Families. The Working Group has been meeting weekly to discuss and plan for the reopening of San Francisco schools in the Fall. Various scenarios are being developed, including staggered start times and continued distance learning. Three subgroups will also be convened to focus on transportation, facilities, and health and safety. Supervisor Walton reported on the Housing and Shelter Workgroup he Co-Chairs with Abigail Stewart-Kahn, Department of Homelessness and Supportive Housing. This Workgroup is addressing the needs of people experiencing homelessness and mitigating the impacts of unsheltered homelessness by outlining a set of options and policy proposals for safety increasing housing and shelter capacity over the short- and long-term. Supervisor Peskin reported on the Transportation Policy Workgroup that he Co-Chairs with Jeffrey Tumlin, Director of Transportation. Congestion has been down during the emergency, but as the City begins to reopen the congestion will increase and imperative choices will need to be made to ensure a successful economic recovery that minimizes congestion and addresses the societal restrictions that need to remain in place. APPROVAL OF MEETING MINUTES President Yee inquired whether any Member of the Board had any corrections to the May 5, 2020, Regular Board Meeting Minutes; or the April 29, 2020, Special Meeting Minutes at the Budget and Finance Committee, and the April 29, 2020, Special Meeting Minutes at the Budget and Appropriations Committee, which constituted quorums of the Board of Supervisors, as presented.
