            The Board of Supervisors of the City and County of San Francisco met in regular session through
            videoconferencing on Tuesday June 9, 2020, with President Norman Yee presiding.

            President Yee called the meeting to order at 2:04 p.m.



Remote Access to Information and Participation
            In accordance with the numerous local and state proclamations, orders and supplemental
            directions, aggressive directives have been issued to slow down and reduce the spread of the
            COVID-19 virus. On March 17, 2020, the Board of Supervisors authorized their Board and
            Committee meetings to convene remotely and allow for remote public comment; therefore, Board
            of Supervisors meetings that are held through videoconferencing will allow remote public
            comment. Visit the SFGovTV website (www.sfgovtv.org) to stream the live meetings or watch
            them on demand.

            As the COVID-19 disease progresses, please visit the Board’s website (www.sfbos.org)
            regularly to be updated on the current situation as it affects the legislative process and the Board
            of Supervisors.



ROLL CALL AND PLEDGE OF ALLEGIANCE
            On the call of the roll, Supervisors Fewer, Haney, Mandelman, Mar, Peskin, Preston, Ronen,
            Safai, Stefani, Walton, and Yee were noted present.

            A quorum was present.



COMMUNICATIONS
            Angela Calvillo, Clerk of the Board, announced that due to the COVID-19 health emergency,
            Board Members will participate in the meeting remotely, through videoconference and to the same
            extent as if they were physically present. To the members of the public, when general public
            comment is called, you may contribute live comments for up to two minutes by dialing the provided
            telephone number. When you are connected, you will receive another prompt, dial * 3 to be added
            to the queue to speak. Make sure to call from a quiet location, speak clearly and slowly, and turn
            down your television or radio. Written comments may be submitted through email
            (board.of.supervisors@sfgov.org) or the US Postal Service at City Hall, 1 Dr. Carlton B. Goodlett

            Clerk Calvillo further informed the Board that, at 2:15 p.m. today, she received a notification from
            the Office of the Mayor relaying that Geoffrey Gordon-Creed has withdrawn his name from
            consideration as a Mayoral nominee to the Police Commission (File No. 200392).

            President Yee inquired whether any Member of the Board had any corrections to the April 21,
            2020, or April 28, 2020, Regular Board Meeting Minutes, as presented. There were no corrections
            requested from any Member of the Board.
            Supervisor Preston, seconded by Supervisor Peskin, moved to approve the April 21, 2020, and April
            28, 2020, Regular Board Meeting Minutes, as presented. The motion carried by the following vote,
            following general public comment:

SPECIAL ORDER 2:00 P.M. - Mayor's Appearance Before The Board

200599 [Formal Policy Discussions - June 9, 2020]
            Pursuant to Charter, Sections 2.103 and 3.100(7), and Administrative Code, Section 2.11, the
            Mayor shall discuss the following eligible topic submitted from the Supervisor representing District
            5. The Mayor may address the Board initially for up to five minutes. Discussion shall not exceed
            two minutes per question or answer.

            1. COVID-19 Homeless Response (District 5)
            Mayor London N. Breed addressed the Board of Supervisors regarding the hurt and pain people
            throughout the community are experiencing due to the injustices that have been occurring in our
            country for far too long. Mayor Breed thanked the Board for their collaboration on policy reforms
            that are needed to prioritize real change that is effective for African-Americans in our community.
            Mayor Breed then discussed the above referenced topic submitted by the District 5 Supervisor.
            Supervisor Preston began the discussions by asking the following question: When will you present
            to this Board or the public a comprehensive plan to address homelessness during this state of
            emergency? Mayor Breed indicated that much has been done to address homelessness during
            this emergency, but an honest discussion is needed to balance the homeless concerns with the
            realistic challenges. The City has housed homeless in hotels and established tent sites, but
            consideration must also be taken for current residents who have been waiting for housing even
            before this pandemic began. Mayor Breed encouraged the Members of the Board to work with her
            on solutions by talking to social workers and non-profits that are in the community about is
            needed, instead of just making demands. Supervisor Preston then followed up by reiterating the
            question: When can we expect a more comprehensive plan to address this crisis? Mayor Breed
            reiterated that a block by block plan has already been put in place to address the needs of the
            various neighborhoods, and again encouraged the Members of the Board to work with her to
            address any needs that are overlooked in the current plan. Mayor Breed did not ask any follow-up
            questions related to this topic. Following public comment this matter was filed. No further action
            was taken.

Recommendations of the Budget and Finance Committee

200396 [Emergency Ordinance - Delegation of Authority to Amend Certain Agreements]
            Sponsor: Mayor
            Emergency ordinance to delegate Board of Supervisors approval authority under Charter, Section
            9.118, to City departments to amend certain existing agreements to comply with recommendations
            and requirements for potential reimbursement of funds from the Federal Emergency Management
            Agency or the California Governor’s Office of Emergency Services for expenditures in response to
            the public health emergency related to COVID-19.
            (Pursuant to Charter, Section 2.107, this matter requires the affirmative vote of two-thirds of the
            Board of Supervisors (8 votes) for passage.)
            Roll call on the motion that this Ordinance be Passed on Final Reading was partially taken and
            interrupted before it was completed. Clerk Calvillo reminded the Board that, pursuant to Board
            Rule 5.23, a roll call vote shall not be interrupted as Members are expected to be attentive and
            prepared when a roll call begins.

            Supervisor Fewer, seconded by Supervisor Peskin, moved to suspend the provisions of Board
            Rule 5.23 and rescind the partial vote. The motions to suspend the provisions of the Rules and
            rescind the partial vote carried without objection.
            Supervisor Fewer, seconded by Supervisor Mandelman, moved that this Ordinance be AMENDED, AN
            AMENDMENT OF THE WHOLE BEARING SAME TITLE, on Page 4, Lines 10-18, by adding ‘Section 4.
            Reporting Requirements. (a) Within seven business days of the execution of an amendment to an
            existing agreement under the authority of Section 3 of this emergency ordinance, the Purchaser or
            the department entering into the amendment, in consultation with the Controller, shall advise the
            Board of Supervisors of such amendment; (b) Within ten business days of the expiration of this
            emergency ordinance, the Purchaser, in consultation with the Controller, shall submit a report to the
            Board of Supervisors listing all agreements that were amended under the authority of Section 3 of
            this emergency ordinance.’; and making other clarifying and conforming changes. The motion
            carried by the following vote:

            for specialized planning and engineering services for the proposed new headworks facility at the
            Southeast Water Pollution Control Plant between the City and County of San Francisco and
            Carollo Engineers, Inc., increasing the agreement by $21,000,000 for a total not to exceed
            agreement amount of $54,500,000 and with a time extension of two years, for a total agreement
