            The Board of Supervisors of the City and County of San Francisco met in regular session through
            videoconferencing on Tuesday, May 5, 2020, with President Norman Yee presiding.

            President Yee called the meeting to order at 2:01 p.m.



Remote Access to Information and Participation
            In accordance with Governor Gavin Newsom’s statewide order for all residents to “Stay at Home” -
            and the numerous preceding local and state proclamations, orders and supplemental directions -
            aggressive directives have been issued to slow down and reduce the spread of the COVID-19
            virus.

            On March 17, 2020, the Board of Supervisors authorized their Board and Committee meetings to
            convene remotely and allow for remote public comment; therefore, Board of Supervisors meetings
            that are held through videoconferencing will allow remote public comment. Visit the SFGovTV
            website (www.sfgovtv.org) to stream the live meetings or watch them on demand.

            As the COVID-19 disease progresses, please visit the Board’s website regularly to be updated on
            the current situation as it affects the legislative process and the Board of Supervisors.



ROLL CALL AND PLEDGE OF ALLEGIANCE
            On the call of the roll, Supervisors Fewer, Haney Mandelman, Mar, Peskin, Preston, Ronen,
            Stefani, Walton, and Yee were noted present.

            Supervisor Safai was noted not present.

            A quorum was present.

COMMUNICATIONS
            Angela Calvillo, Clerk of the Board, announced that due to the COVID-19 health emergency,
            Board Members will participate in the meeting remotely, through videoconference and to the same
            extent as if they were physically present. To the members of the public, when general public
            comment is called, you may contribute live comments for up to two minutes by dialing the provided
            telephone number. When you are connected, you will receive another prompt, dial “1-0” to be
            added to the queue to speak. Make sure to call from a quiet location, speak clearly and slowly,

            Adrienne Pon, Executive Director (Office of Civic Engagement and Immigrant Affairs), was
            thanked for her efforts to provide more remote access by assigning multi-lingual staff to assist with
            interpretation services for members of the public who wish to provide public comment in Spanish,
            Chinese or Filipino.

            EMERGENCY OPERATIONS CENTER (EOC) REPORT
            The current lead for the Board Liaison Team, Supervisor Mar, provided the fifth update on the
            EOC summarizing the time he and his staff, Alan Wong, provided coverage. From the period of
            Monday, April 27, 2020, to Friday, May 3, 2020, the number of confirmed cases have increased
            significantly from 1,517 to 1,728; the number of COVID-19 related deaths increased slightly from
            27 to 31; hospitalization slightly declined from 89 to 86; and the number of patients in Intensive
            Care Units declined from 28 to 26. These key data points reflect our continuing success at
            preventing a surge in hospitalizations in our City.

            The most significant event last week was the extension of the Shelter in Place Order to the end of
            May 2020, along with some loosening of restrictions on outdoor business and recreational
            activities. This, along with Governor Newsom’s announcement yesterday of the transition into
            Phase 2 of the statewide four-stage reopening plan, has meant we see the light at the end of the
            tunnel and attention is being focused on how and when to gradually loosen restrictions while being
            guided by safety and public health precautions. The EOC continues to focus on the overall
            citywide priorities to implement and build capacity for effective, safe, efficient, and equitable
            testing, shelter, and feeding operations to mitigate, prepare, respond to, and recover from
            COVID-19. The EOC is supporting testing expansion by leading the efforts to add two new
            potential testing sites that will be operated by the state and developing a robust multilingual
            outreach campaign. Support is being provided to housing and sheltering partners by transporting
            hotel site guests, delivering PPE, linking congregate housing sites to cleaning supplies and
            janitorial contracts, completing assessments for alternate care and medical sites to plan for future
            medical surges, and providing resources to new housing sites. Face coverings are being procured
            and delivered to the vulnerable population. A block by block assessment of the Tenderloin was led
            to help formulate a mitigation plan that promotes the health and safety of all those who live and
            work in the area. A public-facing COVID-19 alternative housing data tracker was also launched.

            Supervisor Mar thanked Mary Ellen Carroll, EOC Director, and all the disaster service workers
            who have stepped up in this time of need. Supervisor Mar and his staff will continue to staff the
            liaison position through the next week and will provide the next EOC update at the next meeting.

            President Yee inquired whether any Member of the Board had any corrections to the March 17,
            2020, Board Meeting Minutes. There were no corrections requested from any Member of the
            Board.
            Supervisor Fewer, seconded by Supervisor Preston, moved to approve the March 17, 2020, Board
            Meeting Minutes, as presented. The motion carried by the following vote, following general public
            comment:
