President Yee called the meeting to order at 2:01 p.m. Remote Access to Information and Participation In accordance with Governor Gavin Newsom’s statewide order for all residents to “Stay at Home” - and the numerous preceding local and state proclamations, orders and supplemental directions - aggressive directives have been issued to slow down and reduce the spread of the COVID-19 virus. On March 17, 2020, the Board of Supervisors authorized their Board and Committee meetings to convene remotely and allow for remote public comment; therefore, Board of Supervisors meetings that are held through videoconferencing will allow remote public comment. Visit the SFGovTV website (www.sfgovtv.org) to stream the live meetings or watch them on demand. As the COVID-19 disease progresses, please visit the Board’s website regularly to be updated on the current situation as it affects the legislative process and the Board of Supervisors. To the members of the public, when general public comment is called, you may contribute live comments for up to two minutes by dialing the provided telephone number. When you are connected, you will receive another prompt, dial “1-0” to be added to the queue to speak. Make sure to call from a quiet location, speak clearly and slowly, and turn down your television or radio. Written comments may be submitted through email (board.of.supervisors@sfgov.org) or the US Postal Service at City Hall, 1 Dr. Carlton B. Goodlett Place, Room 244, San Francisco, CA 94102. EMERGENCY OPERATIONS CENTER (EOC) REPORT The current lead for the Board Liaison Team, Supervisor Safai, provided the fourth update on the EOC when Supervisor Safai and his staff, Tim Ho, provided coverage the past week. The City’s priorities have not changed, including moving vulnerable populations into alternative housing sites, creating and scaling up food security programs that are accessible through 311, and containing the spread of the virus. Mayor London N. Breed is expected to extend the Stay at Home Order to the end of May 2020. As of today, San Francisco has 1,468 confirmed cases and 23 confirmed deaths. As of this morning, there were 29 patients in the ICU and 58 patients in acute care. Since last Tuesday, 54 first responders and 132 vulnerable individuals have been moved to hotel rooms, with a total of 2,156 rooms available and 1,130 that are unoccupied. CityTestSF will be providing COVID-19 testing for all private sector and non-profit essential employees in San Francisco, along with any San Francisco resident experiencing symptoms. The City launched a pilot program with the Salvation Army to make and deliver meals to people experiencing homelessness and living in encampments. Over the past week, Mayor Breed and the Municipal Transportation Agency announced a new program, Slow Streets, to limit through traffic on select streets and provide a network of streets that prioritize walking and biking for essential trips. Supervisor Safai expressed his sincere gratitude to the thousands of disaster service workers who are staffing the EOC and hotels, delivering groceries, passing out PPEs and safety signs, and the mobilization of every resource at our disposal to contain the spread and minimize the loss of life. Angela Calvillo, Clerk of the Board City and County of San Francisco Page 363 Printed at 11:27 am on 6/6/20 ### [Page 23](https://sfbos.info/documents/671/2020-04-28-minutes#page-23) Board of Supervisors Meeting Minutes 4/28/2020 BRIEFING WITH THE DEPUTY COUNTY HEALTH OFFICER Pursuant to Governor Newsom’s Executive Order that allows policy bodies to receive updates from local officials relevant to the declared emergency - provided that the members do not take action nor discuss any items of business within the subject matter jurisdiction of their body - the Board of Supervisors received an update of the COVID-19 health emergency from Dr. Susan Philip, San Francisco County Deputy Health Officer, Director Disease Prevention and Control (Department of Public Health). Dr. Philip presented a power point presentation and reported on COVID-19 testing in San Francisco, including background information, technologies, capacity, sites and access, and strategy. There are at least 26 locations collecting samples throughout the City and between March 2, 2020 and April 26, 2020, there were 15,610 residents who tested positive with an 11% overall positivity rate. Molecular testing is a direct test that looks for genetic material from the virus that is very helpful when positive and less definitive when negative. The Department of Public Health has the ability to analyze up to 4,300 samples per day with an average of 500 tests being completed daily. The top goals for testing is to protect vulnerable populations and essential workers, mitigate outbreaks, test people as a result of contact investigations, test people with symptoms, and understand how much infection is in each given area or community. There are no national guidelines for testing in congregate settings, but San Francisco has been conducting mass testing in these environments and developing strategies to meet specific needs in various congregate settings. Testing science and technology is rapidly evolving, and the City’s response and strategy will continue to evolve with it.
