President Yee called the meeting to order at 2:00 p.m. Remote Access to Information and Participation In accordance with Governor Gavin Newsom’s statewide order for all residents to “Stay at Home” - and the numerous preceding local and state proclamations, orders and supplemental directions - aggressive directives have been issued to slow down and reduce the spread of the COVID-19 virus. On March 17, 2020, the Board of Supervisors authorized their Board and Committee meetings to convene remotely and allow for remote public comment; therefore, Board of Supervisors meetings that are held through videoconferencing will allow remote public comment. EMERGENCY OPERATIONS CENTER (EOC) REPORT Supervisor Fewer, as the current lead for the Board Liaison Team, provided the third update on the EOC and the shifts her office have taken to cover the past few weeks. The City’s priorities have been moving vulnerable populations into alternative hosing sites, scaling up those alternative sites through a bidding process with hotels, creating and increasing a food security program that is accessible through 311, and containing the spread of the virus. The Dashboard on the Department of Public Health’s website has been updated to include the total case numbers by zip code, in order to highlight the disproportionate impacts on marginalized communities. Last week, a new CityTestSF site was opened to the public in the South of Market. UCSF will also begin testing thousands of residents in a four square block radius of the Mission District, which has been one of the hardest hit neighborhoods in the City. Public Works is rolling out additional pit-stop locations across the City to meet the sanitation needs of our unhoused neighbors. The Mayor and the Municipal Transportation Agency have announced the “slow streets” initiative to support physical distancing guidelines while providing safer street for those making essential trips by walking or biking. A week ago, San Francisco had 987 confirmed cases and 15 confirmed deaths; this week we have 1,231 confirmed cases and 20 confirmed deaths. As of this morning, approximately 53% of intensive care beds, 100% of intensive care surge beds, 45% of acute care beds, and 100% of acute care surge beds remain available. Due to the decisive action taken by public health officials across the Bay Area, we have not experienced outbreaks of the same severity as other large cities. Over the weekend, 15 vulnerable individuals were moved off the street into hotel rooms and by the close of business today another 45 vulnerable individuals were moved into hotels rooms as the City continues to increase capacity to transport people from the street to hotels as safely and quickly as possible. Supervisor Fewer expressed her sincere gratitude to the thousands of disaster service workers who are staffing the EOC And hotels, delivering groceries, and performing a myriad of tasks to mobilize resources. Dr. Aragon reported that San Francisco is not seeing the surge of other large cities due to the early decisive actions taken by San Francisco. There is an increase of infection among the homeless population that could cause a surge, but the City is taking steps to minimize the infection rate. There are three phases being planned: Phase 1 is setting up the infrastructure, Phase 2 is rolling back the Shelter in Place Order and reopening the economy, and Phase 3 will be to implement treatment and vaccines. The focus is to interrupt transmission, increase testing, and execute contact tracing. Dr. Aragon presented additional information and answered questions raised throughout the discussions.
