            District and the Upper Market Street Neighborhood Commercial Transit District; 2) amending
            Section 703.2(b) to permit in a limited area food processing as an accessory use to a nearby
            off-site non-residential use; and 3) making environmental findings, Planning Code Section 302
            findings, and findings of consistency with the General Plan and the Priority Policies of Planning
            Code Section 101.1.
