            Request to draft legislation that would create a definition of “Small Business” that is based on
            number of storefronts, number of employees and actual or anticipated annual gross receipts.
            Based on a City Controller feasibility analysis, all fees assessed against Small Businesses would
            be reduced by up to 50 percent of “cost recovery.” The City may establish a payment program for
            qualifying Small Businesses who petition for relief from fees assessed in advance of opening for
            business.
