Meeting Procedures
The Board of Supervisors is the legislative body of the City and County of San Francisco. The Board has several
standing committees where ordinances and resolutions are the subject of hearings at which members of the public
are urged to testify. The full Board does not hold a second public hearing on measures which have been heard in
committee.
Board procedures do not permit: 1) persons in the audience to vocally express support or opposition to statements
by Supervisors or by other persons testifying; 2) ringing and use of cell phones, pagers, and similar
sound-producing electronic devices; 3) bringing in or displaying signs in the meeting room; and 4) standing in the
meeting room.
Each member of the public will be allotted the same maximum number of minutes to speak as set by the President
or Chair at the beginning of each item or public comment, excluding City representatives, except that public
speakers using interpretation assistance will be allowed to testify for twice the amount of the public testimony time
limit. If simultaneous interpretation services are used, speakers will be governed by the public testimony time
limit applied to speakers not requesting interpretation assistance. Members of the public who want a document
placed on the overhead for display should clearly state such and subsequently remove the document when they
want the screen to return to live coverage of the meeting.
IMPORTANT INFORMATION: The public is encouraged to testify at Committee meetings. Persons unable to
attend the meeting may submit to the City, by the time the proceedings begin, written comments regarding the
agenda items. These comments will be made a part of the official public record and shall be brought to the
attention of the Board of Supervisors. Written communications expected to be made a part of the official file
should be submitted to the Clerk of the Board or Clerk of a Committee: 1 Dr. Carlton B. Goodlett Place, Room
244, San Francisco, CA 94102. Communications which are not received prior to the hearing may be delivered to
the Clerk of the Board or Clerk of the Committee at the hearing and you are encouraged to bring enough copies for
distribution to all of its members.

coordinate the use of the laptop computer for presentations. Presenters should arrive 30 minutes prior to the

Ordinance approving a Lease between the City and County of San Francisco and the
South End Rowing Club, a California non-profit corporation, for City property at 500
Jefferson Street, with an annual rent of 10% of all gross receipts that are not derived
from the Alcatraz Invitational and 4% of all gross receipts that are derived from the
Alcatraz Invitational, for a term of 25 years to commence following Board approval, with
an option to extend for 24 years, and general public access requirements; waiving the
Administrative Code’s market rent determination requirement that otherwise would apply
to this Lease; and affirming the Planning Department’s determination under the
California Environmental Quality Act.

Fund - Authorizing Agreements to Sell Low Carbon Fuel Standard Credits -
Public Utilities Commission]

Ordinance delegating authority under Charter, Section 9.118(a), to the General Manager
of the Public Utilities Commission to enter into one or more agreements to sell Low
Carbon Fuel Standard Credits accrued by the Municipal Transportation Agency when
revenue from such an agreement will be $1,000,000 or more; and amending the
Administrative Code to establish a Low Carbon Fuel Standard Credits Sales Fund to
receive funds from the credits sales for use in connection with projects that will reduce
San Francisco’s carbon footprint and/or advance its sustainability goals.

Division of the Human Rights Commission Department, with authority to create a
citywide Racial Equity Framework, assist City departments with the development of
Racial Equity Action Plans, analyze and report on the impact of ordinances on racial
equity, and carry out various other policy and reporting functions regarding racial equity;
require City departments to create Racial Equity Action Plans and to provide annual
updates on such Plans; require City departments to designate employees as racial
equity leaders; and require the Department of Human Resources to produce an annual
report concerning racial equity in the City workforce.

increase the weekly transient occupancy tax exemption amount from less than $100 to

adjustments in the amounts.

Administrative Services, and Public Facilities as a principal use on all stories and
provide that in this District Arts Activities are considered to be active uses; revise the
Upper Market Neighborhood Commercial Transit (NCT) District controls to allow Arts
Activities and Institutional Uses as a principal use on all the first and second stories,
allow Institutional Uses as a principal use on the first and second stories and as a
conditional use on the third story and above, and to allow General Entertainment as a
principal use on the first and second stories, delete the note for an existing ground-floor
bar, and require a health service use on the first story that is not a licensed community
or free clinic to comply with formula retail controls; delete the Upper Market NCT District
from the requirements for ground floor commercial uses; modify the requirements for
liquor stores and bars in the NCT-3 and Upper Market Street NCT Districts, add
