Board of Supervisors Meeting Minutes - Draft 3/12/2019 SPECIAL ORDER 2:00 P.M. - Mayor's Appearance Before The Board 190271 [Formal Policy Discussions - March 12, 2019] Pursuant to Charter, Sections 2.103 and 3.100(7), and Administrative Code, Section 2.11, the Mayor shall discuss the following eligible topics submitted from the Supervisors representing Districts 10 and 11. The Mayor may address the Board initially for up to five minutes. Discussion shall not exceed two minutes per question or answer. 1. When will there be a point person for coordinating all violence prevention services City-wide? (District 10) 2. Condition of African American children in the City and County of San Francisco. (District 11) Mayor London Breed addressed the Board of Supervisors regarding the City’s response to homelessness, the Mayor’s shelter crisis legislation that will be coming to the Board that will help maximize the City’s investments to more efficiently deliver shelters and services to get our unhoused neighbors off the streets quickly and with compassion, and the potential shelter locations being identified in the various Districts. Mayor Breed then discussed the above referenced topics submitted by the District 10 and 11 Supervisors. Supervisor Walton began the discussion by asking the following question: When will there be a point person for coordinating all violence prevention services Citywide? Mayor Breed indicated hopefully within the next few weeks to not only coordinate violence prevention, but also propose policies that will make our streets safer. Supervisor Walton then followed up with the following question: Will there be jobs available for youth through the “Opportunities for All” program? Mayor Breed indicated 1,000 of the new slots coming out of “Opportunities for All” will be targeted towards younger people, along with the cadet programs, tech sector jobs, and a number of other opportunities that should be available to our young people. Mayor Breed did not ask any follow-up questions related to this topic. Supervisor Safai began the discussion by asking the following question: How will your budget priorities reflect the needs of the African American community in San Francisco? Mayor Breed indicated investments into the right opportunities to ensure the success of African American children through our budget is essential, and we must hold organizations accountable to do better and make better decisions. Supervisor Safai then followed up with the following question: What will you do to ensure that we retain the African American population here in San Francisco? Mayor Breed indicated we must make more creative policy decisions and make better investments to reach African Americans who have not been historically reached. Mayor Breed did not ask any follow-up questions related to this topic. Following public comment this matter was filed. No further action was taken.
