            associated with any claim that the Homelessness Gross Receipts Tax Ordinance is invalid

               d. Re-assessed value of buildings and property tax increase due to ADU construction
            2. Analysis of financial and other barriers to ADU construction by single family homeowners
            3. Policy options to incentivize ADU construction by single family homeowners that include but are
            not limited to: fee waivers, homeowner tax incentives (e.g. delaying property reassessment),
            grants and loans
            4. Policy options to require or incentivize rents affordable to low to moderate income individuals,
            especially seniors, and enforcement mechanisms
            5. Review of best practices in comparable cities
