ROLL CALL AND PLEDGE OF ALLEGIANCE President Yee called the meeting to order at 2:01 p.m. On the call of the roll, Supervisors Brown, Mandelman, Ronen, and Walton were noted not present. There was a quorum. COMMUNICATIONS There were no communications. Board of Supervisors Meeting Minutes 1/15/2019 SPECIAL ORDER 2:00 P.M. - Mayor's Appearance Before The Board 190038 [Formal Policy Discussions - January 15, 2019] Pursuant to Charter, Sections 2.103 and 3.100(7), and Administrative Code, Section 2.11, the Mayor shall discuss the following eligible topic submitted from the Supervisor representing District 4. The Mayor may address the Board initially for up to five minutes. Discussion shall not exceed two minutes per question or answer. 1. The budgetary process for FY2019-2020 (District 4) Mayor London Breed addressed the Board of Supervisors regarding the need for housing and homelessness, including two Ordinances she is introducing today that will assist in addressing the shelter crisis and other emergency programs and policies currently underway. Mayor Breed further addressed the Board regarding PG&E, including the findings of our current electrical network and legislative work that may be necessary to deliver clean and renewable energy to constituents in San Francisco. Although the topic submitted by the District 4 Supervisor was not received timely, Mayor Breed graciously agreed to move forward with the discussion on the referenced topic to meet the spirit of the authorizing legislation. Supervisor Mar began the discussion by asking the following question: Between now and the release of the Mayor’s budget for FY2019-20, what specific, concrete opportunities will members of the public have to provide meaningful input on the City’s budget priorities, and how will these opportunities be expanded from prior years? Mayor Breed responded by stating her directive to City departments on ensuring equity during the budget process and confirming there is a broad representation from constituents through targeted meetings and outreach. Supervisor Mar then followed up by thanking Mayor Breed for her response. Mayor Breed responded that she was looking forward to working with the Board members on the upcoming budget process. Mayor Breed did not ask any follow-up questions related to this topic. Following public comment this matter was filed. No further action was taken.
