Board of Supervisors Meeting Minutes 12/18/2018 Members Present: Vallie Brown, Sandra Lee Fewer, Jane Kim, Rafael Mandelman, Hillary Ronen, Ahsha Safai, Catherine Stefani, and Norman Yee A majority of the Board of Supervisors called this special meeting of the Board of Supervisors, pursuant to Board Rule 4.3, by submission of a memorandum signed by Supervisors Fewer, Kim, Mandelman, Ronen, Safai, and Yee received by the Clerk of the Board on December 6, 2018. The Board of Supervisors of the City and County of San Francisco met in special session on Tuesday, December 18, 2018. Due to the absence of Board President Malia Cohen, Clerk of the Board Angela Calvillo called the meeting to order pursuant to Board of Supervisors Rules of Order, Rule 4.7. President Pro Tempore Jane Kim presided. ROLL CALL AND PLEDGE OF ALLEGIANCE Clerk of the Board Angela Calvillo, called the meeting to order at 12:34 p.m. On the call of the roll, Supervisors Cohen, Peskin, and Tang were noted not present. There was a quorum. COMMUNICATIONS Angela Calvillo, Clerk of the Board of Supervisors, informed the Board of Supervisors that she was in receipt of communications from President Malia Cohen, and Supervisors Aaron Peskin and Katy Tang informing the Board of their absences and requesting to be excused from today’s meeting. Pursuant to the Board of Supervisors Rules of Order, Rule 4.7, in the absence of the President, the Board shall appoint a presiding officer Pro Tempore from among the Supervisors present. Appointment of President Pro Tempore Supervisor Yee, seconded by Supervisor Safai, moved to nominate and appoint Supervisor Kim as President Pro Tempore for the Board of Supervisors' special meeting of December 18, 2018. The motion carried by the following vote: Ayes: 8 - Brown, Fewer, Kim, Mandelman, Ronen, Safai, Stefani, Yee Excused: 3 - Cohen, Peskin, Tang Supervisors Cohen, Peskin, and Tang Excused from Attendance Supervisor Ronen, seconded by Supervisor Brown, moved that Supervisors Cohen, Peskin, and Tang be excused from attending today's meeting. Board of Supervisors Meeting Minutes 12/18/2018 REGULAR AGENDA UNFINISHED BUSINESS From the Board 181001 [Charter Amendment - Free City College Fund] Sponsors: Kim; Mandelman, Yee, Ronen, Brown, Fewer and Safai Charter Amendment (Third Draft) to establish the Free City College Fund to defray certain costs of City College students, and to require annual appropriations in designated amounts to the Fund; at an election to be held on November 5, 2019. ORDERED SUBMITTED by the following vote: Ayes: 7 - Brown, Fewer, Kim, Mandelman, Ronen, Safai, Yee Noes: 1 - Stefani Excused: 3 - Cohen, Peskin, Tang PUBLIC COMMENT Mr. Wright; shared various concerns regarding the budget and inequity in education. Tom Gilberty; shared concerns regarding funding and various government. Speaker; generally thanked the Board of Supervisors. Jordan Davis; thanked Supervisor Jane Kim for her work during her tenure as a Member of the Board. ADJOURNMENT There being no further business, the Board adjourned at the hour 12:54 p.m. N.B.
