Board of Supervisors Meeting Minutes 11/27/2018 Members Present: Vallie Brown, Malia Cohen, Sandra Lee Fewer, Jane Kim, Rafael Mandelman, Aaron Peskin, Hillary Ronen, Ahsha Safai, Catherine Stefani, Katy Tang, and Norman Yee The Board of Supervisors of the City and County of San Francisco met in regular session on Tuesday, November 27, 2018, with President Malia Cohen presiding. ROLL CALL AND PLEDGE OF ALLEGIANCE President Cohen called the meeting to order at 2:04 p.m. On the call of the roll, all Supervisors were noted present. There was a quorum. COMMUNICATIONS There were no communications. President Cohen acknowledged today’s 40th anniversary of the assassination of Mayor George Moscone and Supervisor Harvey Milk. The President moved to convene today’s meeting in honor of their memory. Without objection today’s meeting was convened in their honor. APPROVAL OF MEETING MINUTES President Cohen inquired whether any Board Member had any corrections to the October 16, 2018, or October 23, 2018, Board Meeting Minutes. There were no corrections. Supervisor Ronen, seconded by Supervisor Fewer, moved to approve the October 16, 2018, and October 23, 2018, Board Meeting Minutes. Board of Supervisors Meeting Minutes 11/27/2018 SPECIAL ORDER 2:00 P.M. - Mayor's Appearance Before The Board 181139 [Formal Policy Discussions - November 27, 2018] Pursuant to Charter, Sections 2.103 and 3.100(7), and Administrative Code, Section 2.11, the Mayor shall discuss the following eligible topics submitted from the Supervisors representing Districts 5, 7, and 8. The Mayor may address the Board initially for up to five minutes. Discussion shall not exceed two minutes per question or answer. 1. Spending on and Planning for Homelessness/Homeless Services (District 5) 2. Affordable, Quality Early Care and Education and It's Workforce (District 7) 3. Homelessness (District 8) Mayor London Breed addressed the Board of Supervisors regarding the 40th anniversary of the assassination of Mayor Moscone and Supervisor Milk and their many accomplishments and contributions to San Francisco. Mayor Breed then discussed the above referenced topics submitted by the District 5, 7, and 8 Supervisors. Supervisor Yee began the discussions by asking the following question: How will you lead the implementation of the Early Care and Education Initiative and what is your vision for Early Care and Education for the City such as addressing the early education workforce and affordability crisis? Mayor Breed indicated her commitment to funding Early Care and Education and the steps being taken to implement the programs. Supervisor Yee then followed up with the following question: Would you be supportive of providing additional resources while the court decisions are being resolved? Mayor Breed indicated her decision will be based on the balancing of the budget, but reiterated her commitment to this funding. Mayor Breed did not ask any follow-up questions related to this topic. Supervisor Brown began the discussions by asking the following question(s): While the City waits for a judicial decision, how can we work with you to help deliver on the promise of Proposition C and the will of the voters? And more specifically, how can we work together to deliver more funding for homelessness as quickly as possible? Mayor Breed indicated she is committed to responding to the legal challenges to ensure certainty as quickly as possible and is committed to ensuring the funding for Proposition C is delivered as quickly as possible and, in the meantime, there are a number of legislative approvals and programs being implemented. Supervisor Brown then followed up with the following question: How can we get more shelter beds implemented as quickly as possible? Mayor Breed indicated she would work with each of the District Supervisors to get these approvals through the legislative process. Mayor Breed did not ask any follow-up questions related to this topic. Supervisor Mandelman began the discussions by asking the following question(s): What improvements (on homelessness) can my constituents expect to see over the next year, specifically in District 8 neighborhoods, how will you achieve those changes, and what support do you need from us on the Board to improve street conditions in our neighborhoods? Mayor Breed stated her commitment to opening up more shelter beds, funding programs to combat homelessness, and the new programs and services being created for those with mental health issues. Supervisor Mandelman then followed up with the following question: Given the commitments, do you feel those who have not seen improvements will begin to see improvements? Mayor Breed reiterated her commitment to invest in more shelter beds and single room occupancy residences as a short term solution and to find new innovative ways to solve this issue. Hayward Playground - Department of Emergency Management] Ordinance amending Ordinance No. 171-00, which set aside certain real property in Margaret S. Hayward Playground for the Department of Emergency Management (“DEM”) for the Combined Emergency Communications Center (“CECC”) at 1011 Turk Street, to provide DEM additional real property directly adjacent to the existing CECC and to restore to the Recreation and Park Department ("RPD") certain subsurface real property to the east of the CECC that was previously allocated to DEM; setting aside for DEM an additional portion of Hayward Playground west of the CECC that is currently occupied by two tennis courts for a proposed new DEM building, subject to DEM’s payment of funds which RPD must use for the benefit of the Western Addition, as set forth herein; affirming the Planning Department’s determination under the California Environmental Quality Act; and making findings of consistency with the General Plan, and the eight priority policies of Planning Code, Section 101.1.
