Members Present: Vallie Brown, Sandra Lee Fewer, Rafael Mandelman, Hillary Ronen, Ahsha Safai,
Catherine Stefani, Katy Tang, and Norman Yee
A majority of the Board of Supervisors called this special meeting of the Board of Supervisors,
pursuant to Board Rule 4.3, by submission of a memorandum signed by Supervisors Brown,
Fewer, Mandelman, Ronen, Safai, and Yee received by the Clerk of the Board on October 29,
2018.
The Board of Supervisors of the City and County of San Francisco met in special session on
Friday, November 2, 2018. Clerk of the Board Angela Calvillo called the meeting to order
pursuant to Board of Supervisors Rules of Order, Rule 4.7.
President Pro Tempore Norman Yee presided.
ROLL CALL AND PLEDGE OF ALLEGIANCE
Clerk of the Board Angela Calvillo, called the meeting to order at 12:36 p.m. On the call of the roll,
Supervisors Cohen, Kim, and Peskin were noted not present. There was a quorum.
COMMUNICATIONS
Angela Calvillo, Clerk of the Board of Supervisors, informed the Board of Supervisors that she was
in receipt of communications from Supervisors Jane Kim, Aaron Peskin, and Malia Cohen
informing the Board of their absence and requesting to be excused from today’s meeting.
Pursuant to the Board of Supervisors Rules of Order, Rule 4.7, in the absence of the President,
the Board shall appoint a presiding officer Pro Tempore from among the Supervisors present.
Appointment of President Pro Tempore
Supervisor Ronen, seconded by Supervisor Safai, moved to nominate and appoint Supervisor Yee as
President Pro Tempore for the Board of Supervisors' meeting of November 2, 2018. The motion
carried by the following vote:
Ayes: 8 - Brown, Fewer, Mandelman, Ronen, Safai, Stefani, Tang, Yee
Excused: 3 - Cohen, Kim, Peskin
Supervisors Cohen, Kim, and Peskin Excused from Attendance
Supervisor Ronen, seconded by Supervisor Fewer, moved that Supervisors Cohen, Kim, and Peskin
be excused from attending today's meeting. The motion carried by the following vote:
Ayes: 8 - Brown, Fewer, Mandelman, Ronen, Safai, Stefani, Tang, Yee

Board of Supervisors Sitting as a Committee of the Whole
181040 [Hearing - Committee of the Whole - Marriott Hotel Worker Strike]
Sponsors: Ronen; Safai
Hearing to consider the hotel worker strike due to the month long major labor dispute within San
Francisco's hospitality industry, including the 2,000 hotel workers that walked off the job at seven
Marriott-operated hotels citing the company's failure to keep up with the escalating cost of living
and growing job insecurity, and the growing number of businesses and events that have been
impacted, since hospitality is one of the largest employers of San Francisco workers and is a key
driver of the region's economy.
President Pro Tempore Yee opened the public hearing and inquired as to whether any individual
wished to address the Board. Anand Singh, President (United Here, Local 2), was given privilege
of the floor to address the Board of Supervisors. Consuela Escarcia; Alvonda Meyers; Ms. Wong;

Javier; Diana Gornez; Mr. Win; Carlos Santa Maria; Jose Perez; Refina Cua; Marie Lee; Nancy
Lee; Brian; Lidia; Michael; Speaker; Dolores; Rebekah; Gloria; Ms. Telegana; Speaker; Uew Eng;
Jessie Stanton; Jose Sepeda; David Williams (Local 1021); Gregory Elong; Mr. Nacari; Mr.
Martinez; Olga Randa (Labor Council); Jay Becheni; provided comments on the hearing matter.
President Pro Tempore Yee closed public comment, declared the public hearing heard and filed,
and dissolved the Committee of the Whole.
HEARD AND FILED
Supervisor Ronen provided additional remarks regarding the hearing matter.
Supervisor Tang was noted absent at 1:40 p.m. and for the remainder of the meeting.
Committee of the Whole Adjourn and Report
President Pro Tempore Yee reconvened the Board of Supervisors at 2:35 p.m.
Supervisor Safai was noted absent at 2:43 p.m. and for the remainder of the meeting.

Tom Gilberty; expressed concerns regarding loss of various union jobs.
Speaker; expressed concerns regarding incarnation of mental illness and other various issues.

There being no further business, the Board adjourned at the hour of 2:46 p.m.
