            The Board of Supervisors of the City and County of San Francisco met in regular session on
            Tuesday, July 24, 2018, with President Malia Cohen presiding.



ROLL CALL AND PLEDGE OF ALLEGIANCE
            President Cohen called the meeting to order at 2:05 p.m. On the call of the roll, Supervisor Tang
            was noted not present. There was a quorum.

            President Cohen acknowledged Philippe Mesa, Deputy Secretary of Public Policy, and Ramon
            Rosario, Secretary of Public Affairs to the Governor of Puerto Rico, who were in attendance during
            today's meeting.



COMMUNICATIONS
            Angela Calvillo, Clerk of the Board of Supervisors, informed the Board of Supervisors that she was
            in receipt of a communication from Supervisor Katy Tang, informing the Board of her absence and
            requesting to be excused from today’s meeting.



Supervisor Tang Excused from Attendance
            Supervisor Peskin, seconded by Supervisor Fewer, moved that Supervisor Tang be excused from
            attending today’s meeting. The motion carried by the following vote:

APPROVAL OF MEETING MINUTES
            President Cohen inquired whether any Board Member had any corrections to the June 19, 2018,
            Board Meeting Minutes or the June 18, 2018, Special Meeting Minutes at the Budget and Finance
            Committee Meeting, which constituted a quorum of the Board of Supervisors. There were no
            corrections.
            Supervisor Kim, seconded by Supervisor Brown, moved to approve the June 19, 2018, Board Meeting
            Minutes and the June 18, 2018, Special Meeting Minutes at the Budget and Finance Committee
            Meeting, which constituted a quorum of the Board of Supervisors. The motion carried by the

            Ordinance amending the Park Code to permit the Recreation and Park Department General
            Manager to set all golf course fees and charges other than resident rates and certain tournament
            rates by flexible pricing based on certain factors; increase the allowable flexible pricing discount
            that is available to residents; establish a resident rate for the Gleneagles Golf Course equal to the
            current rate plus $2 per nine holes; authorize automatic annual cost of living increases for all
            resident rates and tournament rates; create a $2 per nine hole fee for each golf course except
            Gleneagles Golf Course to fund special maintenance repairs or course improvements; expand the
            Harding Park advance booking fee to all other golf courses; and, further, affirming the Planning

       Parcels on the 400 Block of Burnett Avenue]
            Ordinance authorizing settlement of the lawsuit filed by George Birmingham against the City and
            County of San Francisco; approving the Agreement for Purchase and Sale of Real Estate; and
            authorizing official acts in connection with this Ordinance; the lawsuit was filed on September 9,
            2015, in San Francisco Superior Court, Case No. CGC 15-547835; entitled George Birmingham v.
            City and County of San Francisco, et al.; the lawsuit involves plaintiff’s attempts to gain street
            access for his parcel that is separated from Burnett Avenue by a paper street owned by Public
            Works and a vacant Public Utilities Commission parcel; the material terms of the settlement are

            2) increasing materials and supplies and nonprofit service expenditures, and adding (1 FTE) 1820
            Junior Administrative Analyst in the Department of Public Works; 3) increasing nonprofit services
            expenditures in the Office of Economic and Workforce Development; 4) increasing professional
            services expenditures in the department of Public Health; and 5) redistributing fund balance over the
            two years to match expenditures to revenues. The motion carried by the following vote:
