            The Board of Supervisors of the City and County of San Francisco met in regular session on
            Tuesday, June 5, 2018, with President London Breed presiding.



ROLL CALL AND PLEDGE OF ALLEGIANCE
            President Breed called the meeting to order at 2:00 p.m. On the call of the roll, Supervisor Yee
            was noted not present. There was a quorum.



COMMUNICATIONS
            Alisa Somera, Legislative Deputy Director, informed the Board of Supervisors that the Clerk of the
            Board was in receipt of correspondence from the Mayor on June 1, 2018, communicating the
            Mayor's notice to the Board of Supervisors, under Charter Section 4.132, of transfers of functions
            between departments within the executive branch. That such reorganization shall become
            effective 30 days after its issuance, unless disapproved by the Board of Supervisors.



APPROVAL OF MEETING MINUTES
            President Breed inquired whether any Board Member had any corrections to the April 24, 2018, or
            May 1, 2018, Board Meeting Minutes, or the May 3, 2018, Special Meeting Minutes at the Budget
            and Finance Committee, which constituted a quorum of the Board of Supervisors. There were no
            corrections.
            Supervisor Peskin, seconded by Supervisor Sheehy, moved to approve the April 24, 2018, and May 1,
            2018, Board Meeting Minutes and the May 3, 2018, Special Meeting Minutes at the Budget and Finance
            Committee, which constituted a quorum of the Board of Supervisors. The motion carried by the
            following vote, following general public comment:

            Resolution responding to the recent proposal to expand the private marina located in Clipper Cove
            at Treasure Island; and reaffirming San Francisco’s commitment to public recreation, public
            education, environmental protection, preservation of public open space, and social equity.

            AMENDMENT OF THE WHOLE BEARING SAME TITLE, on Page 1, Line 8, by adding 'at Treasure
            Island ("Clipper Cove"); on Page 1, Line 23, through Page 2, Line 2, by adding reference to the
            certification of the EIR; on Page 2, Lines 7-9, by clarifying the marina redevelopment proposal, Lines
            12-16, by substance of the State feasibility study, Lines 17-18, striking reference to the redevelopment
            plan and adding verbiage regarding Exhibit A to the new marina plan, Lines 19-24, by including the
            Board's finding that the footprint is consistent with their vision of marina development; and on Page
            3, Lines 4-6, striking language regarding maintenance financing and adding reference to TIDA's

       Receipts Tax on Cannabis]

            Motion ordering submitted to the voters, at an election to be held on November 6, 2018, an
            Ordinance amending the Business and Tax Regulations Code to impose an additional gross
            receipts tax, starting January 1, 2020, on gross receipts from cannabis business activities, but
            exempting the first $500,000 of gross receipts and exempting retail sales of medicinal cannabis;
            said tax for 2020 to be set at a rate of 2%, which will increase in 2021 to between 2% and 5%
            depending on the type of cannabis business activity and amount of gross receipts, and which may
            be adjusted at any time within a range of 0% to 10% by Ordinance adopted by a two-thirds vote of
            the Board of Supervisors; and increasing the City’s appropriations limit by the amount collected
            under the new tax for four years from November 6, 2018.
