            Use District; affirming the Planning Department’s determination under the California Environmental

            Page 10, Lines 16-18, by adding ‘if the principal housing project is a Rental Housing Project, or 33% if
            the principal housing project consists of Owned Units, or’; on Page 11, Line 18, by adding ‘Sec. 415.7.
            Off-Site Affordable Housing.’; on Page 12, Lines 6-11, by adding ‘affordable units as required by
            CDLAC and TCAC.’, striking ‘25% of the units as affordable at 50% of area median income for off-site
            housing. The income table to be used for such projects when the units are priced at 50% of area
            median income is the income table used by MOHCD for the Inclusionary Housing Program, not that

            Ordinance amending the Planning Code to support Legacy Businesses; expand the definition of

            to comprehensively regulate commercial activities relating to the cultivation, manufacture,
            distribution, testing, sale, and delivery of medicinal and adult use cannabis by, among other things:
            1) requiring businesses that engage in commercial cannabis activities to obtain a permit from the
            Office of Cannabis; 2) requiring the Director of the Office of Cannabis to establish an Equity
            Program to promote equitable ownership and employment opportunities in the cannabis industry;
            3) defining eligibility for temporary and permanent cannabis business permits; 4) establishing
            priorities for the review of cannabis business permit applications; 5) establishing operating
            standards for cannabis businesses; 6) establishing criteria for granting, denying, suspending, and
            revoking cannabis business permits; 7) incorporating state law governing commercial cannabis
            activities into local law for enforcement purposes; 8) authorizing the imposition of fines and
            penalties for violation of local and state laws governing cannabis businesses, and establishing
            procedures by which cannabis businesses may appeal a fine or permit penalty; 9) prohibiting the
            smoking and vaping of cannabis on the premises of all cannabis businesses, except select
            Medicinal Cannabis Retailers, as authorized by the Department of Public Health; 10) prohibiting
            the consumption of cannabis and cannabis products, other than by smoking or vaping, on the
            premises of all cannabis businesses, except Storefront Cannabis Retailers and Cannabis
            Microbusinesses that obtain consumption permits from the Department of Public Health; 11)
            prohibiting until January 1, 2019, tours of cannabis cultivators, manufacturers, and cannabis
            microbusinesses, and authorizing the Director of Cannabis to extend the prohibition on tours, or
            establish guidelines for the operation of tours; 12) establishing a sunset date of March 31, 2018,
            for Article 33 of the Health Code (“Medical Cannabis Act”); and 13) eliminating the duty of the
            Clerk of the Board of Supervisors to send letters annually to state and federal officials requesting
            that cannabis be regulated and taxed; and affirming the Planning Department’s determination
            under the California Environmental Quality Act.

            movie theaters in the Polk NCD from certain size limits; 3) restrict lot mergers in the Pacific NCD

            of Pacific Avenue; 5) modify residential and non-residential off-street parking requirements in the
            Pacific NCD and Polk NCD; 6) prohibit garage entries, driveways, or other vehicular access to
            off-street parking or loading on certain streets and alleys in the Pacific NCD and Polk NCD; 7)
            deem nonconforming uses in the Polk NCD to be discontinued after 18 months of non-use; 8)
            modify the maximum concentration of Eating and Drinking Uses in the Polk NCD; 9) prohibit
            massage establishment, chair/foot massage, and kennel uses in the Polk Street NCD; 10) restrict
            medical services in the Polk NCD and Pacific NCD; 11) prohibit storefront mergers in the Polk
            NCD; 12) require a dwelling unit mix in the Pacific NCD and Polk NCD; 13) prohibit the loss of
            residential units through demolition, merger, or conversion and allow division if it meets a dwelling

            before replacing a legacy business in the Polk NCD and Pacific NCD; 15) correct, clarify, and
            simplify language in other Planning Code Sections; affirming the Planning Department’s

            with the General Plan, and the eight priority policies of Planning Code, Section 101.1, and findings

            once again challenged regarding your lack of attention to the people who put you in those seats,
