            Hearing of persons interested in or objecting to the determination of exemption from environmental
            review under the California Environmental Quality Act issued as a Categorical Exemption by the
            Planning Department on July 8, 2016, approved on October 13, 2016, for a proposed project
            located at 3516-3526 Folsom Street, to allow the construction of two 3,000-square-foot
            single-family residences on two vacant lots. (District 9) (Appellant: Ryan J. Patterson, on behalf of
            the Bernal Heights South Slope Organization, Bernal Safe & Livable, Neighbors Against the Upper

       District No. 1 (Treasure Island) - January 24, 2017]
            Hearing of the Board of Supervisors sitting as a Committee of the Whole on January 24, 2017, at
            3:00 p.m., to hold a public hearing to consider the following to form Infrastructure and
            Revitalization Financing District No. 1 (Treasure Island): (File Nos. 161117, 161118, 161119,
            161120, and 161121) a Resolution proposing adoption of the Infrastructure Financing Plan and
            formation of the Infrastructure and Revitalization Financing District; a Resolution calling a special
            election for the Infrastructure and Revitalization Financing District; a Resolution declaring results
            of the special election; an Ordinance forming the Infrastructure and Revitalization Financing
            District, and adopting an Infrastructure Financing Plan for such district; and a Resolution
            authorizing issuance of bonds for the Infrastructure and Revitalization Financing District, and
            project areas therein, in an aggregate principal amount not to exceed $780,000,000. (Clerk of the
            Board)
            President Breed opened the public hearing and inquired as to whether any member of the public
            wished to address the Committee of the Whole relating to the legislation regarding the formation of
            Infrastructure and Revitalization Financing District No. 1 (Treasure Island) contained in File Nos.
            161117, 161118, 161119, 161120, and 161121. Robert Beck, Director (Treasure Island
            Development Authority), provided an overview of the proposed infrastructure and revitalization
            financing district and responded to questions raised throughout the discussion. Christopher Dahl;
            Sherry Williams (Treasure Island Homeless Development Initiative); Khay Loke (Treasure Island
            Community Development); Leon Winston (Swords to Plowshares); Adrian Simi (Carpenters, Local
            22); Michael Theriault (San Francisco Building Trades Council); Tom Gilberty; Karen
            Knowles-Pierce; spoke in support of the infrastructure and revitalization financing district. There
            were no other speakers. The President closed public comment, declared the hearing closed,
            adjourned the Committee of the Whole, and reconvened as the Board of Supervisors.
