            Motion that the Board find that for the resolution(s) being considered at this time "the need to take action is so
            imperative as to threaten serious injury to the public interest if action is deferred to a later meeting."
            Supervisor Cohen, seconded by Supervisor Avalos, moved ADOPTION of the serious injury finding.
            The motion carried by the following vote:
                 Ayes: 10 - Avalos, Breed, Campos, Cohen, Farrell, Kim, Mar, Peskin, Tang, Yee

            [Brown Act Finding]
            Motion that the Board find by roll call vote that, for the resolution(s) being considered at this time, there is
            a need to take immediate action. The need to take action came to the attention of the City and County of San
            Francisco after the agenda was posted.
            Supervisor Cohen, seconded by Supervisor Avalos, moved ADOPTION of the Brown Act finding. The
            motion carried by the following vote:

            Ordinance amending the Downtown Support Special Use District to authorize a monetary
            contribution (in lieu fee) to satisfy required on-site open space requirements, exclude certain
            features from floor area ratio and gross floor area calculations, and dedicate the monetary
            contribution for lighting and safety improvements at Victoria Manolo Draves Park; affirming the
            Planning Department’s determination under the California Environmental Quality Act; and making
            findings of consistency with the General Plan, and the eight priority policies of Planning Code,
            Section 101.1.
