            Hearing to consider a Motion (File No. 160698) ordering submitted to the voters an Ordinance
            amending the Planning Code to require Conditional Use authorization for conversion of
            Production, Distribution, and Repair Use, Institutional Community Use, and Arts Activities Use and
            replacement space; and affirming the Planning Department’s determination under the California
            Environmental Quality Act, at an election to be held on November 8, 2016. (Clerk of the Board)
            President Breed opened the public hearing and inquired as to whether any member of the public
            wished to address the Committee of the Whole relating to the amendments of the proposed
            Initiative Ordinance as referenced in File No. 160698. Don Olberling; Female Speaker; Sharon
            Stoyer; Eric Petwell; Flora Davis; Scott Piper; Male Speaker; Otto Duffy; spoke in support of this
            Initiative Ordinance. The President declared the public hearing closed, adjourned as the
            Committee of the Whole, and reconvened as the Board of Supervisors.

            Ordinance amending the Business and Tax Regulations Code and Administrative Code to reduce
            the business registration fee on persons with $1,000,000 or less in gross receipts and to impose a
            new 1.5% special tax on the payroll expense of technology companies engaged in business in the
            City to fund affordable housing and homeless services; and increasing the City’s appropriations
            limit by the amount of the new tax for four years from November 8, 2016.

            The Budget and Finance Committee tabled this matter at the August 1, 2016, special meeting;
            therefore, it was not sent as a committee report.
