Board of Supervisors Meeting Minutes 6/14/2016 160278 [Administrative Code - City Navigation Centers for the Homeless] Sponsors: Campos; Avalos, Mar and Farrell Ordinance amending the Administrative Code to require the City to open and operate no fewer than six Navigation Centers within twenty-four months of the effective date of the ordinance, offering comprehensive health, mental health, and other services to homeless people, and moving homeless people off the streets and into permanent housing or transitional or stable supportive housing that eventually leads to permanent housing through case management, social service programs, and the integration of other relevant city services; specifying programmatic requirements for Navigation Centers; requiring the development of plans for the equitable distribution of shelter and housing resources, and the identification of sustainable revenue sources for the development of new, permanent housing; and affirming the Planning Department’s determination under the California Environmental Quality Act. (Fiscal Impact) Supervisor Farrell requested to be added as a co-sponsor. Privilege of the floor was granted unanimously to Jeff Kositsky, Director (Department of Homelessness and Supportive Housing), who responded to questions raised throughout the discussion. Supervisor Campos, seconded by Supervisor Farrell, moved that this Ordinance be AMENDED, AN AMENDMENT OF THE WHOLE BEARING NEW TITLE, by transferring responsibilities imposed by the Ordinance to the City Administrator and later to a newly established City department, through a new Section 106.6 of the Administrative Code, charged with the coordination of services and supportive housing for the homeless; on Page 3, Line 3, by reducing the number of beds from ‘50’ to ‘40’; on Page 4, Lines 4-9, by indicating the City Administrator shall explore the feasibility of operating a managed alcohol shelter; on Page 5, Lines 1-8, by including existing homeless shelter conversions within the counted Navigation Centers to be opened, Lines 10-11, by reducing the operational time from ‘eight’ to ‘six’ months and revising the operational approval requirements; on Page 6, Line 19, through Page 7, Line 7, by amending Section 106.4, to leave the City Administrator as the sole responsible party for the Equitable Entry Plan, Equitable Exit Plan, and Housing Revenue Plan, and increasing all deadlines by which each Plan shall be developed; on Page 8, Line 25, by requiring the Controller to consult with the City Administrator on the report to the Board; and on Page 9, Lines 8-16, by adding a new ‘Section 106.6.
