       Supporting Increased Overtime Expenditures - $24,682,824 - FY2015-2016]
            Sponsor: Mayor
            Ordinance appropriating $4,112,120 surplus revenues, de-appropriating $20,570,704 from
            permanent salaries, fringe benefit expenses, and non-personnel services, and appropriating
            $24,682,824 to overtime in the Sheriff’s Department, Department of Emergency Management, Fire
            Department, Public Health Department, Public Utilities Commission, and the Police Department
            operating budgets in order to support the Departments’ projected increases in overtime as
            required per Ordinance No. 194-11 in FY2015-2016; this Ordinance requires a two-thirds vote of
            all members of the Board of Supervisors for approval of the Fire Department overtime
            appropriations, pursuant to Charter, Section 9.113(c).
            (Fiscal Impact)
            Supervisor Farrell requested that the question for this Ordinance be DIVIDED to consider the Fire
            Department, Department of Emergency Management, Sheriff’s Department, and the Public Utilities
            Commission separately.

            Ordinance amending the Administrative Code to prohibit the use of City funds or resources to
            assist in the enforcement of Federal immigration law, except for individuals who have been
            convicted of a violent felony and held to answer for a violent felony.
            Privilege of the floor was granted unanimously to Sheriff Vicki Hennessy (Sheriff’s Department)
            who responded to questions raised throughout the discussion, acknowledged the collaborated
            efforts with the sponsor, and stated that she was in agreement with the proposed amendments.
            Supervisor Avalos, seconded by Supervisor Peskin, moved that this Ordinance be AMENDED, AN
            AMENDMENT OF THE WHOLE BEARING NEW TITLE, on Page 1, Line 5, by adding ‘or serious’, Line 6,
            by adding ‘or serious’, and adding ‘and modifying reporting requirements’, Line 19, by striking ‘the
            immigration’, and Line 20, by adding ‘or any other such personal information as defined in Chapter
            12I'; on Page 2, Lines 8-9, by adding ‘or any other such personal information as defined in Chapter
            12I’; on Page 11, Line 24, through Page 12, Line 5, by adding the definition of ‘Serious Felony’; on
            Page 13, Line 12, through Page 14, Line 11, by adding three exceptions to the requirement that law
            enforcement officials not respond to a federal immigration officer’s request; and on Page 15, Lines
            5-20, by changing the required ‘Annual Report’ to a ‘Semiannual Report’ with additional information

160479 [Multifamily Housing Revenue Bonds - 171 Loehr Street and 1250 Sunnydale
       Avenue (“Britton Court”) - Not to Exceed $76,000,000]
            Sponsor: Cohen
            Resolution declaring the intent of the City and County of San Francisco (the “City”) to reimburse
            certain expenditures from proceeds of future bonded indebtedness; authorizing the Director of the
            Mayor’s Office of Housing and Community Development (the “Director”) to submit an application
            and related documents to the California Debt Limit Allocation Committee (“CDLAC”) to permit the
            issuance of residential mortgage revenue bonds in an aggregate principal amount not to exceed
            $76,000,000 for 171 Loehr Street and 1250 Sunnydale Avenue; authorizing and directing the
            Director to direct the Controller’s Office to hold in trust an amount not to exceed $100,000 in
            accordance with CDLAC procedures; authorizing the Director to certify to CDLAC that the City has

            the State of California if the City fails to issue the residential mortgage revenue bonds; authorizing
