ROLL CALL AND PLEDGE OF ALLEGIANCE President Breed called the meeting to order at 2:02 p.m. On the call of the roll, Supervisors Mar, Tang, Wiener were not present. There was a quorum. COMMUNICATIONS Angela Calvillo, Clerk of the Board, informed the Board of Supervisors that she was in receipt of a communication from Mayor Lee, dated January 19, 2016, communicating the Mayor’s veto of legislation contained in File No. 150943 that establishes the “San Francisco Right-of-Way Policy.” Pursuant to Charter, Section 2.106, the Board of Supervisors may override said veto if, within 30 days after such veto, not less than two-thirds of the Board votes in favor to enact such measure. Pursuant to Board Rule 5.26, one Supervisor may request the veto to be scheduled. Supervisors Mar, Tang, and Wiener were noted present at 2:04 p.m. APPROVAL OF MEETING MINUTES President Breed inquired whether any Board Member had any corrections to the Board Meeting Minutes of December 8, 2015, and December 15, 2015. There were no corrections. Supervisor Campos, seconded by Supervisor Mar, moved to approve the Board Meeting Minutes of December 8, 2015, and December 15, 2015. Board of Supervisors Meeting Minutes 1/26/2016 SPECIAL ORDER 2:00 P.M. - Mayor's Appearance Before The Board 160052 [Formal Policy Discussions - January 26, 2016] Pursuant to Charter, Sections 2.103 and 3.100(7), and Administrative Code, Section 2.11, the Mayor shall answer the following eligible questions submitted from the Supervisors representing Districts 3 and 11. The Mayor may address the Board initially for up to five minutes. Discussion shall not exceed five minutes per Supervisor. 1. Mr. Mayor: I have been fielding a high volume of complaints that the City did not act responsibly in its negotiations with the National Football League to host the Superbowl 50 promotional events, or take any precautions to ensure that San Francisco would be reimbursed for the tax dollars that are being used to accommodate the events. There have also been many complaints about the lack of transparency from the City side. Who in your office was the lead negotiator of this deal, and who are the members of the actual Host Committee? (Supervisor Peskin, District 3) 2. Mr. Mayor: Last Tuesday, you introduced a measure for the ballot that compliments Supervisor Kim's Inclusionary Charter Amendment to double the inclusionary requirement for the June ballot, in response to an out of control real estate market and affordable housing crisis. Are you then going on the record as supporting the Charter Amendment, as reputable polling has revealed that 71 % of voters do? (Supervisor Avalos, District 11) Mayor Edwin Lee opened up his remarks by recognizing the passing of Dr. Espanola Jackson and Mario Woods. Mayor Lee further addressed the Board of Supervisors and discussed the above referenced questions. Following public comment this matter was filed. No further action was taken.
